Duties
You will review a variety of accounts payable/receivable and Funds Balance and Treasury billings, researching a broad range of financial transactions and reconciling financial data.

Typical work assignments at the GS-07 level include:
* Accessing federal government system (Intra-governmental Payment and Collections System or IPAC) to generate and retrieve cash transactions from the Finance Center, other DHS components and Other Government Agencies (OGA).
* Controlling, reviewing and maintaining an internal system to perform cash reconciliation tasks related to incoming and outgoing IPAC transactions.
* Receiving, controlling and maintaining an internal system to process a variety of dissimilar types of accounts payable and accounts receivable documents pertaining to Purchase Card and OGA billings.
* Recording, processing and reconciling by appropriation and payment schedule General Ledger entries for various Surface Forces Logistic Center (SFLC), Yard, and non-industrial funded financial transactions such as accounts payable expenditures, disbursements, receipt accruals and adjustments, as well as accounts receivable, credit memoranda and collection transactions.
* Controlling and maintaining an internal system to reconcile MILSBILLS (billing for Military Standard Requisition and Issue Procedures (MILSTRIP) transactions for three Allotment Target Units (ATU).
* Researching and analyzing financial discrepancies using source and other documents including the General Ledger Reports and queries of Finance and Supply transactions to determine action required and initiating or processing required collective action.
* Serving as either Collection Clerk/Alternative Collection Clerk for funds owed to the Coast Guard and records collections in NESSS.
* Communicating both orally and in writing with OGA, Finance Center personnel, and Yard departments for the purpose of obtaining the necessary information to ensure accurate processing of accounts payable and accounts receivable documents received.
The GS-05, and GS-06 levels are developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-07 level.

Qualifications
At the GS-5 level: One year of specialized experience equivalent to at least the GS-4 level in the Federal service. Examples of specialized experience may include: Reconciling monthly register printouts with individual accounting transaction listings; initiating, coding and processing accounting adjustments to transfer charges and achieve proper accounting effect on erroneously recorded disbursement documents, progress payments, discounts, etc. in ledgers. OR 4 full years of education above high school level for which high school graduation or the equivalent was a prerequisite; OR a combination of appropriate post high school education and specialized experience that together meet the qualification requirements of the position to be filled.

Combination of Education or Experience; Equivalent combinations of successfully completed post high school education and experience may be used to meet the total experience requirements.
OR
Four years of education above high school.
At the GS-6 level: One year of specialized experience equivalent to at least the GS-5 level in the Federal service. Examples of specialized experience may include: Analyzing error listings, isolating sources of error, making corrective entries and reprocessing accounting transactions; computing transportation charges and discounts, and total amount for vouchers and initiating adjustments; reconciling listing of accounts payable with general ledger, researching discrepancies and initiating adjustment actions. OR at least 1/2 year of appropriate graduate level education in a field of study directly related to the work of the position to be filled; OR a combination of appropriate specialized experience and appropriate graduate level education that together meet the qualification requirements for the position to be filled.
At the GS-7 level: One year of specialized experience equivalent to at least the GS-6 level in the Federal service. Examples of specialized experience may include: validating, monitoring, and maintaining accounting transactions and records for multiple accounts; reconciling subsidiary ledgers to general ledgers of accounts having a variety of transactions, researching discrepancies and making adjustments; maintaining control and subsidiary accounts and processing transactions for a wide variety of functions. OR One year of appropriate graduate level education in a field of study directly related to the work of the position to be filled; OR a combination of appropriate specialized experience and appropriate graduate level education beyond the first 1/2 year of progressive graduate study that together meet the qualification requirements for the position to be filled.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
