Job Description (Please follow all instructions carefully)

Summary

The Aircrew Program Manager is responsible for the adequacy of aircrew ground and flight training/testing and standards for specific aircraft of an assigned air carrier. Work is performed under general supervision of the Principal Operations Inspector. Manages programs on assigned aircraft including designated examiners and/or Aircrew Program Designees.

Duties

Develops a work program to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer check airmen, and company training programs Assures the assigned air carrier conducts flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the POI on assigned areas of the company's training and testing programs.

Conducts enforcement investigations and prepares final reports and recommendation on disposition. performs or assists in the emergency suspensions of airmen certificates. Conducts re-examination of certificated airmen. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents.

Recommends the designation of APDs and pilot examiners. Responsible for the conduct of ATP flight tests, additional type rating, and Flight Engineer certification; PIC, SIC, and F/E proficiency tests; SIC and F/E initial qualification tests, and Line Oriented Flight Training.

Assures standardization of check airmen and designated examiners and recommend to the POI and changes which are considered necessary. Monitors assigned areas of the flight crew training program and associated records to ensure compliances with pertinent FARs, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training.

Evaluates training programs to ensure that they meet the requirements of the Federal Aviation Regulations. Approves or disapproves these training programs, including flight simulators, training devices, or other such equipment used in these programs. May require amendments to previously approved manuals to accomplish the following: correct and conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction.

The incumbent will be required to participate in the flight program as an aircrew member, and as such, must meet the medical and flight currency requirements as set forth in agency orders governing the operation of aircraft.

Qualifications

Applicants must meet the minimum eligibility requirements for an Aviation Safety Inspector in the 1825 series as outlined in the OPM qualification standards. General Requirements:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements: Applicants must be physically able to perform the duties of the Aviation Safety Inspector
position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical
requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  1. Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations and;
  2. Pass recurrent medical examinations as prescribed by the FAA

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Applicants for Aviation Safety Inspector, Air Carrier (Operations) positions must meet all of the following requirements.

  1. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight.
  2. Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved.
  3. Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.
  4. Minimum 100 flight hours during the last 3 years.
  5. Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  6. Possession of a valid second-class FAA medical certificate
  7. Minimum 1,500 total flight hours.

Recency of specialized experience is waived for current FAA employees in the 1825 series.

AND

In addition to meeting the minimum requirements, applicants for the FG-14 level must have one year (52 weeks) of specialized experience at the next lower grade level in the normal line of progression (FG-13 or Pay Band I). Specialized experience include:

  • Monitoring activities of organizations to determine whether they are following authorized programs and evaluating proposals to change programs in regards to Air Carrier Operations regulations.
  • Planning and conducting inspections and surveillance of assigned areas of carrier operations to assure compliance with Federal aviation regulations.
  • Principal contact with, and having responsibility for the certification, inspection, and surveillance of the flight air carrier operations of a group of aviation organizations.

The following outlines the Order 8900.1 eligibility requirements for an aircrew program manager:

  • Hold a type rating in an aircraft of the same group for assignment to an airplane operating under part 121;
  • Having served a minimum of three years as an ASI performing airman certifications (recommended); and
  • Possess interpersonal skills including sound judgment, integrity, and professionalism in the oversight function. Must be able to communicate expectations, provide constructive feedback, and deal with conflict in a proactive manner

Selective Placement Factor (Technical Requirements 1): Technical Requirement number 1 has been determined to be a Selective Placement Factor (SPF) for this position. Possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration. The SPF for this position is: an Airline Transport Pilot (ATP) Certificate with a turbojet type rating. For more information, please reference FAA Order 8900.1, Vol. 13, Ch. 2, Sec. 2, Para. 13-81.

Quality Ranking Factor (Other Factors 1 and 2): A well-qualified applicant will possess experience in international operations, Extended Operations (ETOPS). While this experience will significantly enhance performance in this position, it is not essential to perform the duties and responsibilities of the position. Applicants who do not possess these criteria will still be considered, provided the selective placement factor, specialized experience, and other minimum qualifications listed in this announcement are met.
