Summary

This position is located in the Office of the Chief Human Capital Officer, Human Resources Training and Development Division, Learning Innovation & Support Branch
The supervisor is Susan Abraham
This  position is Non Bargaining Unit

This position IS subject to Confidential Financial Disclosure reporting requirements.

This position IS not subject to security ownership restriction reporting requirements

Duties

The successful candidate will perform the full range of X duties (Example: full range of administrative duties for the division).

Such duties include but are not limited to:
1. Manages the work of the NRC Learning Innovation and Support Branch to support modernization and evaluation of NRC training programs and to support the training systems and infrastructure.
2. Assures performance consulting services are provided to agency managers in developing programs to meet the training objectives that are measurable and meet NRC mission needs.
3. Establishes and manages interagency agreements and commercial contracts for training program support needs.
4. Develops, maintains, and provides expert technical assistance for training processes and systems. 
5. Manages the reactor technical training full-scope simulation program to meet training needs defined by formal NRC staff qualification and training programs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge and understanding of training theories, practices, or methodologies used to develop effective training content and courses.


2. Demonstrated experience leading and supervising a diverse staff to include motivating staff and keeping them engaged, providing coaching and developmental opportunities, and implementing successful approaches to problem solving and conflict resolution.


3. Demonstrated ability to provide programmatic management initiative and leadership, to effectively formulate program goals and objectives, organize, and direct programs, that leverage and manage resources, to achieve program and agency goals.

4. Demonstrated ability to effectively communicate, both orally and in writing, and to coordinate and manage relationships at different levels, and to communicate persuasively with a wide-ranging level of staff, management, and senior leadership to obtain alignment and support.

5. Demonstrated change management skills that show creativity, innovation, and customer service.


SPECIALIZED EXPERIENCE is defined as: Experience that has equipped the individual to supervise or manage training programs with enhancements or innovations that have improved training programs, experience in evaluating program efficacy, or use of technology to augment and innovate training. Experience collaborating with internal and external stakeholders to accomplish goals and objectives. Experience participating in managing work processes and/or utilization of resources. Additional information

The duty location of this position is either Rockville, MD or Chattanooga, TN. In general, employees are expected to be in the office at a minimum of 4 days per pay period**.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.

Note:  Portions of the program management duties require an increased, in-person presence of more than 4 days per pay period.
