- The incumbent may be required to perform occasional travel (25% or less) which may involve the use of commercial and/or government aircraft.

- This a Defense Acquisition Workforce (DAWIA) position that requires a Contracting, Professional acquisition certification. The incumbent has 36 months to earn this certification.
- Incumbent must obtain and maintain DAWIA certification in accordance with DoD Instruction 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition
- University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
- Failure to meet these requirements could result in disciplinary action and/or removal from employment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
In addition to the Basic Requirements for this position, applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
- Develop and Administer Program Plans - Conduct surveys for potential new business areas. Establish contacts and conduct meetings to provide capability and mission impact statements to potential customers.
- Statement of Work Preparation - Develop specifications and demonstration models / designs for new or untried concepts or techniques. Team leader in developing and coordinating strategies with contractual and technical specialists.
- Evaluation of Technical and Financial Capabilities - Applies experimental theories and new developments to problems not susceptible to treatment by accepted methods to extend existing contracting techniques. Makes decisions or recommendations on the interpretation and content of activity policies.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
MAJOR DUTIES:
Contract Evaluation - Performs all aspects of contracting transactions, from initiation to recommendation of award, to procure supplies or services with specialized requirements. Develops and administers complex Program Plans for business opportunities to maintain and expand work-load. Conducts surveys for potential new business areas. Establishes contacts and conducts meetings to provide capability and mission impact to potential customers. Attends conferences, meetings, and trade shows to market/promote our capabilities and involvement in complex programs. Participates in strategic planning and workload analysis for the activity. Provides assistance in the workload planning and actively Responsible for Team's preparation of SOWS, development specifications, demonstration models and/or preliminary design when new or untried concepts or techniques are involved.
Contract/Procurement Advice and Assistance - Advises contracting officers and/or requesting offices on controversial contractual positions about which there are conflicting options or interest. Performs or directs in-depth evaluation of the technical and financial capabilities, or the performance of potential contractors. Applies experimental theories and new developments to problems not susceptible to treatment by accepted methods to extend existing contracting techniques and develop procurement strategies for use by contracting personnel in solving procurement problems. Makes decisions or recommendations on the interpretation and content of activity/agency policies concerning the management and development of long-range or interrelated procurement programs. Furnishes technical information, assistance and advice dealing with the integration of diverse, technically complex systems concerning facilities, machinery, methods, materials and standards for a full range of industrial production systems.
Contractor Performance Monitor - Plans and coordinates contract administration activities for long-term, extensive technical service contracts and/or cost type contracts. Performs contract management reviews and conducts studies of problem areas. Reviews contracts, contracting planning, and contract changes for propriety of acquisition method, contract type, and documentation. Evaluates audit reports, regulations, and other relevant material as a basis for Formulating guidelines, implementing new developments, and providing policy interpretation to the contracting activities.
Contract Policy Management - Performs all aspects of contracting transactions and procure items or services with specialized requirements. Interprets and implements policy designed to assure uniform application with respect to subordinate program for small and disadvantaged businesses. Plans/conducts sessions designed to promote participation in small and disadvantaged business programs. Oversees and manages the execution of programs of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress.
Performs other duties as assigned.
Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
