Summary
The Office of the Inspector General of the Intelligence Community (IC IG) was established within the Office of the Director of National Intelligence (ODNI) by the Intelligence Authorization Act for Fiscal Year 2010. The IC IG's organizational divisions include Audit, Investigations, Inspections and Evaluations, Mission Support Division, the Center for Protected Disclosures, and Counsel to the Inspector General.

Open to current and former Federal employees with competitive or excepted status; and all U.S. Citizens. Former members of the Peace Corps may be considered for ODNI employment only if five full years have elapsed since separation from the Peace Corps.
Duties
The Mission Support Division provides management and administrative support to the entire IC IG office. The Mission Support Division comprises multidisciplinary officers with expertise in financial management, human capital and talent management, facilities and logistics management, continuity of operations, administration, classification reviews, Freedom of Information Act (FOIA) and Privacy Act requests, information technology, communications, and quality assurance. The Division also delivers executive support to the Intelligence Community Inspectors General Forum and its committees.
The IC IG seeks an exceptional technology leader to serve as the Chief Technology Officer (CTO). You will shape the strategic technology vision and roadmap for the entire IC IG, driving innovation and digital transformation to enhance operations, promote data-driven decision-making, and foster collaboration across the Intelligence Community.
Develop and execute a comprehensive technology strategy aligned with the IC IG's mission and strategic plan.
Develop and implement an IC IG Data Governance Strategy that includes identifying goals, objectives, and strategic priorities for data use within the IC IG; defining data policies, standards, and structure for the acquisition, standardization, implementation, and management and use of data across the IC IG; spearheading IC IG efforts to manage data and data assets by establishing effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data; developing and leading initiatives that enhance IC IG data literacy.
Develop and implement a Data Analytic Strategy that enables consistency across the IC IG. Develop and apply methods to identify, collect, process, and analyze large volumes. Maintain a library of identified data sources, systems, tools, and processes to obtain access. Provide support to IC IG divisions for data extraction, data cleansing, data validations, data analysis, and data visualization.
Lead the end-to-end lifecycle management of the IC IG's technology infrastructure, including AWS development, test, and production environments, including architecture, cost optimization, and account management; application licensing, patching, upgrades, and maintenance; IC IG internal file shares, SharePoint pages, and other databases, analytic tools, and IT related support; trouble-shoot and resolve IT related issues within the IC IG.
Oversee the implementation of robust data governance practices. Manage and maintain comprehensive and effective cyber security and risk management. Ensure IC IG systems are configured to properly generate the information relative events identified in ICS 500-27 for ODNI Enterprise Audit System (EAS) collection. Review, update and test system documentation including access management policies, privileged user guides, Privacy plans, System Security Plans, Contingency Plans, and Continuous Monitoring Plans for the IC IG.
Champion data analytics initiatives, leveraging advanced techniques and tools, including AI and machine learning models, to derive actionable insights from complex data sets.
Evaluate and promote the adoption of emerging technologies to drive innovation and enhance the IC IG's analytical capabilities.
Identify and introduce emerging technologies and innovative solutions to streamline processes, enhance collaboration, and drive operational efficiency through automation. Advise IC IG leadership in all areas of automation needs, objectives, and capabilities, including anticipation of future requirements and problems.
Apply knowledge of cloud architecture, Extract Transform Load (ETL) methods, scripting tools, programming languages, standards, software packages, and data visualization techniques to create faster, better, data-informed decision-making within the IC IG.
Cultivate a culture of innovation, fostering an agile and forward-thinking technology team while providing mentorship and professional development opportunities. Task, oversee, and monitor team member performance.
Provide leadership and/or oversight to complex IT or analytic projects. Ensure IT and analytic projects and contracts are integrated within the overall program requirements, schedule, budget, and reporting mechanisms, remain on time and within budget constraints and meet high quality standards in terms of both development and non-development portions of projects.
Establish strong partnerships with stakeholders across the Intelligence Community, advocating for the IC IG's technology needs and collaborating on shared initiatives. Serve as the IC IG's lead and expert to the Intelligence Community Inspectors General Forum Technology Subcommittee, the Council of Inspectors General on Integrity and Efficiency (CIGIE) and other stakeholders to advance cybersecurity, IT, data governance, data literacy, data analytics, and emerging technology initiatives.

Qualifications
Deep understanding of emerging technologies, data analytics, cloud architectures, cybersecurity best practices, and a keen understanding of disruptive technologies including artificial intelligence, machine learning, and quantum computing, and their potential applications within the Intelligence Community.
Demonstrated ability to serve as an authority on IT, cybersecurity, data governance, data analytics, and emerging technologies.
Demonstrated ability to advise senior officials within the IC IG on new technologies, methodologies, cloud architectures and services, applications and analytic tools, and to promote long-range IT plans and forecasts.
Proficient in speaking to groups, preparing briefings, writing reports, and generating proposals that align technology and research with long-term strategic and financial goals. Ability to translate technical concepts into strategic business recommendations.
Expert program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for potential implementation within IC IG or across
the Intelligence Community.
Demonstrated expertise implementing complex projects; managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; estimating costs and other resources using quantitative analysis; and completing projects within deadlines.
Demonstrated ability to establish regular contact with internal and external officials at all levels of authority and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized IT matters; excellent use of tact when expressing ideas or opinions to senior leaders and stakeholders.

Desired Requirements
MBA or other relevant graduate degree is a plus.
Current knowledge of laws, regulations, and policies governing IT procurement within the Federal Government and/or the Intelligence Community.
Familiarity with enterprise audit capabilities (e.g., Arcsight, Splunk) and vulnerability scanning software (e.g., Rapid 7, Tenable)
Understanding of technologies used in the business operations of Offices of Inspectors General.
Demonstrated ability to manage, manipulate, and analyze complex databases and data sets.
Experience or familiarity with artificial intelligence, machine learning frameworks, tools, and techniques, and quantum computing principles.
Knowledge of applying AI and machine learning models for data analysis, pattern recognition, and predictive analytics.
Familiarity with the Extract, Transform, Load process.
Demonstrated experience developing processes for data discovery, modeling, mining, and/or production.
Demonstrated experience analyzing data, identifying inconsistencies, and/or cleaning data to a recognized standard.
Proficiency with project management, data visualization tools, and analytics frameworks (JIRA, confluence, IDEA, SQL, Tableau, PowerBI)
Education
Applicant should have a minimum of 10 years of progressive, professional experience in technology leadership roles, preferably within the intelligence community, a degree in a relevant field of study or a combination of education and relevant experience, and relevant professional certifications.
