Summary

The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as the Director of External Affairs.

This Job Opportunity Announcement (JOA) may be used to fill other Director of External Affairs, ES-1035-00 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

  • You will be evaluated on the quality and extent of your total accomplishments and experience. Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within your 5-page resume.
  • As part of the "Resume Based" recruitment method, the "Top" group of candidates will undergo the Structured Interview process. Based on the ERB Panel's evaluation, applicants who are determined "Best Qualified" will be referred to the selecting official for further consideration.
  • Veteran's Preference does not apply to the Senior Executive service (SES).
  • Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
  • SES Noncompetitive applicants: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the mandatory technical qualifications and have been previously certified by OPM's Qualifications Review Board will be considered on a non-competitive basis as long as all required documents are submitted.
