Summary

This position is for an EMERGENCY MANAGEMENT SPECIALIST, PD# D2225P01, part of the Nevada Air National Guard. This position is located in the Civil Engineer (CE) Squadron, Mission Support Group of the Air National Guard (ANG) Wing. This PD is applicable for use in PRIME BEEF Squadrons, but is not appropriate for use in RED HORSE Squadrons. This is an Air National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

--Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of wing policies and instruction relating to Emergency Management (EM). Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2.
--Competent command of oral and written communications to prepare and present briefings/project papers, and staff reports; coordinate planning efforts; and manage programming activities, to effectively communicate requirements with staff and line personnel to encourage understanding and acceptance of findings and recommendations, coordinating and negotiating with high-level civil and military executives, and the development and deliverance of training for the installation Disaster Response Force.
--Conducts initial and recurring training programs for EM function areas. Develops, implements, and conducts wing EM and CBRN related training for first and emergency responders, specialized teams and wing personnel. Educates and assist unit EM representative on EM education and training programs. Develops and maintains master lesson plans for instructor led courses utilizing available instructor guides created by Air Force Civil engineer Center and Readiness Directorate (AFCEC) tailoring lessons plans to local conditions.
--Comprehensive knowledge and skill in the coordination, development, execution, and evaluation of Table Top, Functional, and Full-Scale exercises both on-base and with local community partners, including the ability to develop After-Action Reviews and track improvement items to develop installation core capabilities.
--Sufficient skill in EM program budgetary and logistical procedures, to include forecasting technical equipment needs and repairs, presenting budgetary and equipment shortfalls to the installation and National Guard Bureau for rectification, tracking and maintaining pieces of response and emergency equipment; and compliance with federal and DoD financial and acquisition regulations and procedures.
--Capability to work in and/or manage an Emergency Operations Center (EOC), develop and maintain a Common Operating Picture (COP), collect and analyze incident information, coordinate and track resource needs and requirements, advise installation leadership on courses of action and current/future needs, and the ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
--Performs other duties as assigned.
