Duties
Unique circumstances: This is an Open Continuous recruitment; to be open for one year. The application review periods will occur after after the following days of announcements being open: 14 days, 90 days, 90 days, 90 days, 81 days. This position requires Drug Testing. This position is in the bargaining unit.
As an Electronics Technician, you will perform the following duties:
- Develop and devise mission and ship operation support and maintenance. Maintain shipboard navigation, communications, scientific instrumentation and acoustic systems in support of scientific projects. Serve as the expert in determining equipment status and repair failed equipment while underway. Complete administrative documents including status reports and pre-underway checklists. Contribute to design studies, devise improvements to subsystems, develop technical equipment or software, and analyze test results.
- Serve as a rotating electronics technician for shipboard field operations aboard scientific ships. Provide technical support in measurement science, instrumentation design as well as in printed circuit layout, equipment fabrication, and component/system integration. Coordinate casualty report items and provide onboard technical support reports. Provide feedback to contractors regarding electronic and mission system equipment.
- Provide oversight of assigned electronic work spaces and storage areas. Perform equipment repairs, conduct acceptance tests, and perform quality assurance of equipment and systems. Use appropriate shipboard maintenance program to administer and maintain the inventory control of spare parts and process repair requests. Provide expert guidance to Personal Computer (PC) users and support for communications devices.
- Ensure accurate calibration of ship sensor and equipment to meet mission schedule. Prepare draft or final technical documents, drawings and maintenance plans on newly installed systems using approved format and structure. Review past equipment issues and look for ways to improve reliability. Plan, develop and prioritize winter in-port work lists and dock-side maintenance plans.
NOTE: These duties are described at the full performance level of the ZT-4; the ZT-3 is developmental leading to such performance.
Conditions of Employment
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZT-3 is equivalent to the GS-9/10.
The ZT-4 is equivalent to the GS-11/12.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). To qualify at the ZT-3 or GS-09 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZT-2 pay band or GS-08 grade level work in the Federal service. Specialized experience must include ALL of the following:
- Troubleshooting, diagnosing, analyzing, or identifying malfunctions with electronics systems to determine the source and cause of the problem;
- Completing maintenance and troubleshooting for integrated electronics systems such as radar, Very high frequency (VHF), Satellite Communications (SATCOM), Navigation, or interior communications systems;
- Collaborating with a team of technical experts to plan and perform electronics system installations; and
- Providing hardware or software support for Personal Computer (PC) users or communication devices.
To qualify at the ZT-4 or GS-11 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZT-3 pay band or GS-10 grade level work in the Federal service. Specialized experience must include ALL of the following:
- Completing and managing preventative maintenance programs for ship electronics systems including scientific sensors, communications systems and navigation equipment;
- Planning and coordinating ship system and equipment installations and calibrations;
- Resolving technical issues and providing hardware or software support for Personal Computer (PC) users or communication devices; and
- Drafting maintenance plans or technical documents for installed electronic systems or equipment.
