THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 32), Position Description Number D2513P01 and is part of the IL 183 WG, National Guard.

Duties
As a FINANCIAL MANAGEMENT ANALYST (TITLE 32), GS-0501-11, you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.
Major Duties - This is NOT an all-inclusive list:
- Independently perform and examine financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation.
- Perform post-audit voucher reviews.
- Ensure the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws.
- Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensure that internal controls are in place.
- Aggregate data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting.
- Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay).
- Process data and perform broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.
- Analyze and evaluate data to conduct a variety of fiscal reconciliations, reviews, and account adjustments.
- Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.
- Interpret policies and collaborate with the financial management enterprise to facilitate best practices and compliance assurance.
- Analyze diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems.
- Manage and execute internal control procedures to protect against fraud, waste, and abuse.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence:

The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.

The SECOND area of consideration will be all current Federal Employees.

The THIRD area of consideration will be all Federal re-employment eligible.

The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.

The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of MAJ.
GENERAL EXPERIENCE: MUST possess fundamental working experience with validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess the specialized experience, education and/or training, which includes 12 months, of finance program experiences and competencies that provided knowledge of financial principles and procedures; an excellent understanding of the basic principles and concepts of the Air National Guard financial business program requirements; experience and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures; a working knowledge of the Financial Improvement and Audit Readiness (FIAR) program; skilled in presenting providing direction and guidance to support the comptroller in planning, implementing and meeting the FM FIAR program's objectives; skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting; knowledgeable of the Office of the Management and Budget (OMB) compliance requirements with OMB Circular A123 (OMB 123) and FM FIAR Guidance; skilled and capable to follow the established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness; skilled in developing management plans that document business and financial environment; skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies.

Education
