THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GENERAL SUPPLY SPECIALIST (TITLE 5), Position Description Number T5802100 and is part of the IL 183 WG, National Guard.

This is an open continuous announcement. Initial cutoff will be 19 APRIL 2024. Recruitment will continue through the announcement closing date until the position is filled.
Duties
As a GENERAL SUPPLY SPECIALIST (TITLE 5), GS-2001-9, you will:
- Schedule and conduct formal organizational visits annually to each supported organizational account both on and off the installation to ensure custodians are adequately performing their accountability responsibilities.
- Verify accountability of all capital equipment, nuclear related equipment, Communications Security (COMSEC) equipment, and performs a 10% random sample of remaining accountable assets.
- Ensure accountability of equipment assets purchased with the GPC and/or through Base Contracting.
- Attend base deployment concept briefings to identify organizations deploying equipment.
- Request deployment review listings through the GLSC or utilize similar listings and identifies equipment to be transferred or placed in a deployed status.
- Identify, coordinate and monitor War Readiness Materials (WRM) and mobility equipment requirements to ensure all authorizations are on hand, on order, or included in appropriate budget document.
- Conduct briefings for new squadron commanders relative to their duties as responsible officers for the safeguarding and control of government property.
- Evaluate training needs of assigned subordinates, both full time and drill status personnel, and develops and administers required training.
- Function as the base Equipment Review Approval Authority in verifying and validating equipment requests in accordance with established Allowance Source Codes (ASC), and completing actions as required for Equipment Authorization Inventory Data (EAID) accounting.
- Identify, analyze, interpret, and apply equipment allowance criteria to support assigned mission(s), weapons system(s), and other base equipment authorizations.
- Interpret ASC and other data as it relates to weapons systems and base authorization for equipment to identify valid requirements and prepare change requests to ensure that equipment authorizations are maintained within applicable allowance.
- Ensure unit requirements have been categorized as Critical/Important in the Equipment Requirement System (ERS) and has matching requisitions in all automated systems.
- Ensure a semi-annual reconciliation of all Communications Security (COMSEC) items and annual small arms reconciliation are processed and all discrepancies resolved.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement.
SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Examples of Specialized Experience include, but are not limited to: demonstrated ability researching documents or other resources to coordinate inventory requirements; knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment; experience involving the control of supply stocks and accounting for equipment; knowledge of supply management, cataloging, maintenance, and disposal procedures; experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.; demonstrated experience with cost estimates, budgets, or funding management; experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with the knowledge, skills, and abilities necessary to do the work, or equivalent graduate degree (LL.B. or J.D.), if related. Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
