This National Guard position is for a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) TITLE 5, Position Description Number T5869000 and is part of the IL USPFO, National Guard.

This is an open continuous announcement. Initial cutoff will be 22 MARCH 2024. Recruitment will continue through the announcement closing date until the position is filled.

Duties
As a GRANTS MANAGEMENT SPECIALIST (COOPERATIVE AGREEMENTS) TITLE 5, GS-1109-13, you will be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army National Guard (ARNG) units, Air National Guard (ANG) wings, in some states United States Space Force squadrons, and Joint Forces Headquarters staff offices.
- Provide authoritative technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and State), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperative Agreements), and through Continuing Resolution Authority (CRA) periods when applicable.
- Perform complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable and allocable.
- Interpret, develop, and apply appropriate regulations, policies and procedures relating to a variety of grant mechanisms.
- Provide technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates.
- Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements (CA) and highly technical special projects that have a value in the tens of millions of dollars and last up to two decades.
- Ensure recipients are in compliance with cooperative agreement awards' terms and conditions, established administrative and financial policies, procedures, and sound business practices.
- Provide subjective recommendations to the warranted grant officer, based on data reflected in the financial status reports, determines necessary action and prepares necessary documents.
- Review and comment on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports.
- Serve as the USPFO's principal authority and subject matter expert in all Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters.
- Review periodic and final financial status reports to ensure all obligations incurred meet conditions in DoD and NGB regulations, program guidelines, cost principles, and the specific limitations as stated in the Cooperative Agreements.
- Inspect and reconcile Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed.
- Advise USPFO, TAG, NGB-AQ-A, other senior officials (state and Federal) and staff regarding Cooperative Agreement and Grant complex matters, involving current and future plans and their effect on long term projects and programs within the state National Guard (NG).

- This position requires a Secret security clearance; the incumbent of this position must obtain and maintain a Secret Clearance.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years.
Qualifications

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
SPECIALIZED EXPERIENCE: GS-13 LEVEL - MUST have at least 1 year equivalent to at least the next lower grade GS-12, in the normal line of progression for the occupation Grants Management Specialist (Cooperative Agreements) in the organization. Examples of specialized experience would typically include, but are not limited to: provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed; review and evaluate adequacy of Cooperative Agreements policies and procedures; oversee review, analyze, and evaluate GT&C applications, plans, and estimates; negotiate terms and conditions of GT&C awards to include costs, schedules, and oversight responsibilities; initiate and/or recommend that an audit be performed; conduct resolution of audit findings or monitoring audit resolution in partnership with Program Officials; managing and evaluating government programs and operational effectiveness, efficiency, or productivity within Federal agencies, and internal compliance with the policies, laws, and regulations governing those programs; Perform a variety of management tasks involved in developing, implementing, analyzing, evaluating, advising and/or improving the Cooperative Agreement Program, Grants and procedures.
