Job Description (Please follow all instructions carefully)

Summary

This position will be assigned to Kadena AB, Japan.

This is a Regular Full Time (RFT) position with benefits (medical, dental, life insurance, retirement, 401(k), and annual/sick leave.

Duties

Serves as General Manager for Chili's Grill & Bar and related brand name franchise food operations for 18th Force Support Squadron. Responsible for the full range of economic and efficient management of Chili's Grill & Bar, Chili's Too and central kitchen facility to support the franchise food operations. Oversees operations generating $8M to $10M in revenues and serving over 500,000 customers annually. Responsible for managing an expenditure budget of over $5M to $6M per year. Implements higher level directives, formulates procedures and programs to ensure high standards of food and beverage operations. Reviews and implements all franchise requirements and contract specifications. Resolves conflicting or inconsistent standards and requirements. Implements, monitors, reviews and evaluates menu items, food production, and food service. Responsible for overseeing the selection, purchase, shipment/delivery of perishable and nonperishable food and inventory items, equipment, and resale merchandise. Establishes financial goals commensurate with marked analysis of area or region. Develops and implements marketing strategies and special events to maintain market share and grow customer base. Prepares budget, analyzes financial results and maintains solid financial condition of facilities. Takes action to correct any deviations and or deficiencies. Maintains vigilance over automated point of sales system, ensures system is functioning properly and reports are retrieved and reviewed as required. Responsible for the proper receipt, recording, reporting and control of cash and cash assets. Responsible for ensuring personnel and facilities comply with health, safety and sanitation requirements. Responsible for ensuring compliance with all inspection checklist to include both Air Force and franchise compliance items. Established and monitors preventative maintenance plans for facilities, equipment and vehicles. Upon completion of required certification, serves as a regional training manager with authority and responsibility for coordinating, conducting and certifying training for all personnel up to and including management staff. Manages real property resources and provides expert advice on renovations, improvements, minor and major construction. Ensures proper military and civilian protocol is practiced. Coordinates with senior military and civilian leadership and local, state and federal officials.

  • Must be able to obtain and maintain a U.S. Passport.
  • Must sign the Air Force Mobility agreement with the expectation of an approximate 3 to 5 year change of assignment is required.
  • Must complete a Tier 1 background investigation.
  • Based on the mobility agreement and meeting the needs of the Air Force. Must be willing to provide information that you are a U.S. citizen.
  • Incumbent will be required to work alternate shifts.

Qualifying Experience:
Three (3) years of progressively responsible administrative, professional, technical or other which has provided a general knowledge of management principles and practices, or progressively responsible experience in one or more of the functions managed by a Club Manager.

Substitution for General Experience: A four-year degree from an accredited college with a major in one or a combination of hospitality, culinary, restaurant or club management, or business management may be substituted for two (2) years of general experience. OR a two (2) year technical degree in the same related fields may be substituted for one (1) year of general experience.

Specialized Experience: In addition to the general experience, the applicant must have two (2) years of specialized experience gained in the operation or management of a government, institutional, or civilian restaurant. In addition to the general experience, applicant must have two (2) years of specialized experience gained in the operation or management of a franchise restaurant operation or military club. The experience must include responsibility or supervision over the various phases of restaurant/club management operations.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
