Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (T5), Position Description Number T5808500and is part of the AL DCSPER JFHQ, National Guard.

Duties

1. Serves as a reviewer or processor of actions in, but not limited to: officer, enlisted, boards, retirement, education, automation, personnel plans, mob-readiness, health services, and Soldier Family services. Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, and administrative review have been completed. Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Ensures that regulatory requirements related to the specific action are met. Identifies gaps or inconsistencies in the record and initiates action or interviews personnel to obtain needed data. Perform personnel and administrative actions related to deployment manning documents.

2. Provides administrative support for the programs assigned to the MILPO. Must be able to type military and non-military correspondence, messages, orders, reports, forms, requisitions, directives, SOP's, and similar material. Proof reads finished copy, corrects as necessary and assembles for review, signature, authentication, or other disposition. Provides guidance on requirements for basic regulatory functions. Completes cross training by becoming familiar with and occasionally performing duties of other full time support positions assigned to the MILPO. Responsible for completion and submission of various required personnel actions.

3. Researches and obtains all necessary relevant information regarding cases and issues. Provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Forwards cases to the appropriate action officer for final review and decision. Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed. Utilizes, reviews, and updates data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings. Ensures completeness and proper forwarding of actions as appropriate.

4. Provides support to maintain a variety of automated systems and interfaces used to manage service members both locally and statewide. Reviews transaction reports from previous days' inputs for errors, corrects inaccurate data, and resubmits transaction to appropriate automated system. Assists in on-site training as requested or required by supported units.

5. Participates in unit Soldier Readiness Processing (SRP) and in organizational inspection program. Provides assistance in counseling service members on available benefits; accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Real-time Automated Personnel Identification System) information; and allows the service member to perform a general review of their record.

Qualifications

GENERAL EXPERIENCE: Use the General Experience section of the Office of Personnel Management Group Coverage Qualification Standard for Clerical and Administrative support Positions for this series.

SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level. Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. Specialized experience must be 1-year equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience may include human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force, or similar human resources experience.

Education

Combining Education and Experience:

Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
