Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-0203-07 HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), Position Description Number T5808400 and is part of the MO Family and Warrior Support Division.

APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

  • Serves as a final reviewer and/or processor of actions such as accessions, discharges/separations, promotions, awards, reductions, transfers, and boards.
  • Serves as a final reviewer and/or processor of actions such as Non-Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, and Simultaneous Membership Program (SMP).
  • Serves as a final reviewer and/or processor of actions such as discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation, TAPDB-G and DSRO.
  • Serves as a final reviewer and/or processor of actions such as additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases.
  • Performs final review on file prior to review and action by a board, action officer, or others and ensures that all levels of legal, medical, and administrative review have been completed.
  • Summarizes salient facts and issues; analyzes case information; outlines options; and recommends appropriate action.; and ensures that regulatory requirements related to the specific action are met.
  • Participates in SRP and command inspection program.
  • Identifies gaps or inconsistencies in records and initiates action or interviews personnel to obtain needed data.
  • Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty.
  • Performs personnel and administrative actions related to deployment manning documents.
  • Supports reorganization/activation/deactivation.
  • Reviews and processes requests for retention beyond mandatory removal date and evaluation reports.
  • Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.
  • Drafts or prepares related correspondence for appropriate signature and enters data in automated systems.
  • Retrieves data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings.
  • Prepares General Officer nomination packet and ensures completeness and proper forwarding of records to appropriate board.
  • Processes Officer over strength/additional Table of Distribution and Allowances (TDA) authorizations.
  • Provides advice, guidance, and training to other personnel on actions in areas of expertise, as well as, advice, instructions, training, and interpretations, as needed, to lower echelons.
  • Performs other duties as assigned.

  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.

Qualifications

GS-07 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector which has equipped you with the particular competencies needed to successfully perform the duties of this position such as applying a standard body of military personnel duties, regulations, procedures and operations sufficient to process and/or review a variety of military personnel actions/transactions; reviewing and processing military personnel actions to determine if requested action is substantiated by the documentation submitted; and skill in compiling information and preparing technical reports and correspondence.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.

3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
