Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF) (ACCELERATED HIRE), GS-0101-13, is to serve as the Director of the Integrated Primary Prevention (IPP) Program. Responsible for the overall management, guidance, development, implementation and maintenance for the primary prevention of harm and other prohibited abuse and harmful acts. The IPP Director creates the homogenous link between stand-alone programs. Develops command guidance to implement an IPP program to improve personal resilience, connectedness, and well-being and enhance work/life balance for Service members and families.
- Exercises supervisory personnel management responsibilities. Develops, modifies, and/or interprets performance standards and appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Applies EEO principles and requirements to all personnel management actions and decisions.
- Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service members, families and communities are met. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices. Researches, interprets, analyzes, and applies Laws, guidance, and regulatory instructions. Identifies, researches, and advises JFHQ leadership on issues impacting the outcomes defined within applicable policies and other official guidance. Collects and reviews integrated primary prevention issues, disseminates findings to appropriate headquarters functional offices of primary responsibility (OPRs) for resolution. Reviews progress and analyzes solutions, and, if appropriate, initiates action to raise issues to the NGB IPP cell for resolution. Provides expert counsel to leaders at all levels of best practices, and evidence-based programs, policies, and plans that increase primary prevention capacity and address specific population-level needs within their organizations.
- Provides guidance to Wing/Region PPIs on the most complex issues when formulating are commended course of action for leadership. Supports the dissemination of NGB's comprehensive primary prevention initiatives. Makes appropriate IPP policy and strategy recommendations to NGB. Represents TAG on IPP issues at forums and conferences. Acts as the tip of the spear for initiatives and programs directed by NGB regarding the IPP programs. Develops Joint Force Headquarters (JFHQ) goals and objectives to effectively address self-directed harm, prohibited abuse or harm, personal resilience, and quality of life issues impacting Service members and their families. Establishes metrics to ensure assigned actions progress on schedule, are reviewed at critical points, and remain effective. Collects and reviews integrated primary prevention issues, disseminates findings to appropriate headquarters functional offices of primary responsibilities (OPRs) for resolution. Conducts gap analyses to identify needs among the Service members and their families. Works with the field to promote and link various military and nonmilitary resources to improve access to a variety of support agencies.
- Ensures accuracy and integrity of management data, improves productivity and efficiency through development and implementation of office automation tools and procedures. Formulates and implements appropriate control procedures and uses various program audits to ensure IPP programs throughout their state, territory or DC are being implemented consistent with prescribing guidance, and that all resources are utilized as efficiently as possible???????
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications
INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF) (ACCELERATED HIRE), GS-0101-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience Advising and providing counsel to employees regarding policies, procedures, and directives of management; Experience serving as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies; Experience applying mastery level knowledge and providing recommendations which have state-wide, and potentially national, impact in addressing self-directed harm and prohibited abuse or harm; Experience monitoring and advising on activities of subordinate IPP programs and supports the dissemination of NGB's comprehensive primary prevention initiatives; Experience Acquiring communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information.
