  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must be able to obtain and maintain the appropriate security clearance for the position.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following EMOS 35F/M/T/X.
  • If selected for this position who is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
  • Selectee who are required to retrain into different military skill sets to meet compatibility requirements must successfully complete within six (6) months of their appointments in order to remain assigned to their position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the PRARNG Recruiting and Retention Superintendent (RRS) Office at (787) 529-2094 or (787) 529-6740 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened.

AREA OF CONSIDERATION:

HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3= Warrant Officer and Enlisted members currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officer and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.)

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a MANAGEMENT ASSISTANT (D1258000), GS-0344-7, you will review and analyze maintenance data, prepare reports, and exercise oversight over a variety of maintenance programs.

PHYSICAL DEMANDS:
Work requires no special physical demands. Assignments may involve some walking, standing, bending, or carrying of light items.

WORK ENVIRONMENT:
Work assignments are primarily in an administrative environment requiring normal safety precautions against everyday risks or discomforts. Occasional visits to maintenance shops may be required.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training involving administrative or clerical experience (i.e., applying guidelines, rules and regulations to assignments, composing correspondence, researching and compiling information and data, and records administration). Experience using computer and automation systems. involving basic data gathering methods (i.e., standard interviewing or surveying techniques to collect various types of factual information and performing under general instructions). Reviewing and/or modifying forms to determine if they are essential, can be simplified, consolidated with existing forms, or standardized for wider use. Experience working with internal controls pertaining to administrative functions. Knowledge of the organization and its mission sufficient to collect, organize and interpret information to include statistical material. Experience working with regulations and administrative procedures involved in assessing and assuring compliance.

SPECIALIZED EXPERIENCE:
Applicantmust possess at least ONE (1) year at next lower-level GS-06 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as reviewing, extracting, analyzing, and collating maintenance data and preparing maintenance summaries from reports submitted by subordinate maintenance and Class IX activities; assisting work center supervisors interpret and using the reports and information provided by the analysis unit; developing charts, graphs, tables, and visual media; administering, consolidating, editing, and analyzing manpower utilization reports; collecting data, reviews for completeness and accuracy, and analyzing the final product for impact on the maintenance community; preparing reports of man-hour utilization for each shop and its effect on the states backlog goals; developing and implementing standard operating procedures (SOPs) for the tool and equipment calibration program; ensuring inventory and recall system is accurate and concise and follows up; responsible for scheduling and coordination of the Depot Calibration Team with the supporting US Army Depot.; Oversees the Army Maintenance Management System (TAMMS) program by assisting in training and instructing maintenance activity personnel; distributing maintenance bulletins to improve maintenance in the state; writing TAMMS letters to establish procedures and providing information for budget formulation; developing and managing the Rust-Proofing/Repair Program.
