Duties

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days’ notice of separation.

Qualifications

IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Enlisted of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:

As a MOTOR VEHICLE OPERATOR (D1907000), WG-5703-8, you will transport supplies and equipment intra and inter State using a variety of wheeled vehicles to haul cargo and fuel, transport passengers or to tow or recover equipment. Vehicles are driven in restricted traffic environments on Government installations, and over public roads and highways, or under cross-country conditions.

PHYSICAL DEMANDS:
Performs moderate to heavy lifting when moving material by hand or hand-truck. May lift or carry items that weigh up to 70 pounds. Heavier items are moved with weight handling equipment or with assistance from other workers. Performs work that requires the incumbent to bend, stoop and work in tiring and uncomfortable positions. Performs work requiring the incumbent to walk and stand for prolonged periods of time.

WORKING ENVIRONMENT:
Work is performed inside and outside in areas that are hot, cold, damp, drafty or poorly lighted. May work in inclement weather in open areas such as docks or outside storage. The work may be dirty, dusty, and greasy. Frequently exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, or injury from materials handling equipment. Wears protective clothing and equipment such as rubber gloves, goggles, face shields, safety shoes, protective headgear and face masks. May be required to travel to hazardous material generator sites on short notice to assist in packaging, manifesting, or spill containment. Required to work inside and outside and is exposed to all types of weather and traffic conditions. Exposed to the possibility of serious injury from traffic accidents, using material handling equipment to load large, bulky, non-mission capable equipment or while handling heavy equipment and supplies.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE:
Applicant must possess at least (1) ONE year at the next lower level GS-07 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as operating primarily straight-in-line trucks and/or truck tractors with semi-trailers; operating the vehicle safely in complicated traffic situations; coupling and uncoupling the truck tractor and semi-trailer, or truck and trailer, and connects and disconnects the air brakes and electrical lines; maneuvering vehicles within close tolerances; recording type and quantity of fuel delivered; ensuring all cargo is secured; operating vehicles on interstate highways, winding roads, and steep grades and manipulates the dual braking system to prevent the semi-trailer or trailer from jackknifing; assuring cargo is properly loaded, distributed and secured; performing operator maintenance on vehicles and trailers; ensuring shipping and accounting documents are with the shipment and reflecting actual condition, quantities, and type of material; identifying, inspecting, and segregating equipment or material as it is received; preparing and submitting requests for over-dimensional permits for military movement; ensuring transported items meet demilitarization standards and appropriate certification/verification accompanies the items; performing warehouse work, as required; operating forklift trucks.
