Summary

Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within a DOE program office.

Duties

As a Management and Program Analyst, you will:

  • Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components.
  • Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
  • Foresee the pros and cons of alternative solutions and explains these to other program and management analysts.
  • Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
  • Provides advice and guidance for improvements and anticipates areas of concern.

Qualifications

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting of the following:

  • Conducting outreach and engagement with community members and other stakeholders to gather input and inform policy or program design to address stakeholder needs; AND
  • Utilizing oral and written communication skills to 1) establish and maintain relationships with internal and external stakeholders especially those in disadvantaged communities, and 2) distill and convey complex information for audiences with differing levels of expertise; AND
  • Supporting technical assistance programs (ie tools, trainings, data), either as a provider or a user, that support local governments or communities in advancing energy, climate or sustainability work.
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting of the following:
  • Supporting outreach and engagement with community members and other stakeholders to gather input and inform policy or program design to address stakeholder needs; AND
  • Utilizing oral and written communication skills to establish and maintain relationships with internal and external stakeholders and to convey information for different audiences.
  • Engaging with technical assistance programs (ie tools, trainings, data), either as a provider or a user, that support local governments or communities in advancing energy, climate or sustainability work.
GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level of GS-09 in the Federal Service. Specialized experience for this position is defined as meeting of the following:
  • Assist senior personnel in conducting outreach and engagement with community members and other stakeholders to gather input and inform policy or program design to address stakeholder needs; AND
  • Utilize communication skills to establish and maintain relationships with internal and external stakeholders; AND
  • Assist personnel with researching, reviewing, or synthesizing climate and energy justice issues, policies, laws, and programs at the local, tribal, state and/or federal level.
  • Time-in-Grade: Current Federal employees must meet time-in-grade requirements or show the experience and/or qualifications for the grade before federal employment by the closing date of this announcement to receive consideration.

    CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.

    If selected at the GS-11 or 12 grade you may be non-competitively promoted to GS-13 without competition at the discretion of management and meeting time in grade requirements.

    You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

For GS-12 and 13 grades There are no specific education requirements or substitution of education for experience for this position.

For GS-11 grade:

Have at least 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service as defined in the vacancy announcement OR
Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in accounting, business administration, or business management OR a similarly related major. TRANSCRIPTS REQUIRED

This position is announced under a government-wide Direct-Hire Authority (DHA) for Management and Program Analyst (Whole Homes and Appliance Rebate Program Specialist) positions in the 0343 series.
