Job Description (Please follow all instructions carefully)

Summary

This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h).

Selections may be made at any advertised grade/band: AD-11 (Band A), AD-12 (Band B), or AD-13 (Band C). Each increasing grade/band level will entail further knowledge, skills and abilities and complex duties that may be commensurate with compensation.

Duties

Convey extensive knowledge and experience in operational aviation operations with particular emphasis on contractor aircraft flight and ground operations. Subject areas of knowledge may include but are not limited to:

  • The surveillance of contractor flight and ground operations. Specifically, extensive knowledge and application of DFARS 252.228-7001, "Ground and Flight Risk" clause and DCMA INST 8210.1, "Contractor's Flight and Ground Operations".
  • Application of the tenets of the Federal Acquisition Regulation, primarily Part 42.302(a)56; approval of contractor flights, flight and ground operating procedures, crew members, and auditing contractor compliance with flight and ground operating procedures.
  • Auditing Contractor Aircraft Operations for aviation contracts as part of a DoD agency/entity field position.
  • Conducting training and participating on the inspections of military services, contractor and internal agency Aircraft Operations Programs.
  • Performance of a variety of other inspections, investigative, and advisory duties.
  • Maintenance and airworthiness of aircraft.
  • Duties of the front line DCMA and Service Government Ground Representative (GGR) or Ground Government Flight Representative (GGFR) professionals.
Faculty Duties:
  • Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools.
  • Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice.
  • Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry.
  • Maintains currency in, and actively uses university technology, digital and social media platforms.
  • Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery.
  • Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods.
  • Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility.
  • Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge. Specialized experience areas include, but are not limited to:
  • Demonstrate Aircraft Operations experience.
  • Demonstrate experience utilizing flight test techniques to perform test flights of aircraft to measure performance and handling to determine airworthiness following maintenance or modifications.
Quality Ranking Factor (job related skills, knowledge, or abilities that are expected to significantly enhance performance-but are not essential.)
  • Demonstrated knowledge and experience in the application of Federal Acquisition Regulations (FAR) Part 42.302(a)56.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:

  • DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
  • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
  • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.

This is an intermittent position and the applicant reporting assignment will be their personal home address.

A government civil servant that is employed as intermittent is a person hired to work an irregular or occasional schedule, The employee is compensated only for the time actually worked. Hours of employment are based strictly on the needs of the agency. At DAU, employees hired as Intermittent Employees, are restricted to no more than 1,040 hours of work per year. A "year" starts with the date of employment through the one-year anniversary. This limitation allows DAU to extend the employment of the individual indefinitely as long as there is a viable requirement and funding source. These employees may be appointed to new 1-year term appointments consecutively without limitations if they do not exceed 1040 hours in a year, however the one-year term limitations mean they are not entitled to certain rights under Merit Systems Protection, or certain federal benefits to include death benefits. Although an intermittent employee assigned to a specific DAU Business Unit, the individual may be used for requirements across the enterprise. DAU Intermittent Faculty Employees are subject to all applicable Federal ethics restrictions. In certain circumstances, this could bar intermittent faculty members from receiving compensation from a private corporation to teach a course that is substantially similar to any existing DAU course. Applicants who have questions about how this rule might apply to their particular circumstances are encouraged to review 5 C.F.R. § 2635.807 for complete information. As an intermittent, you will not be eligible for a benefits package that includes retirement, social security, and thrift savings (equivalent to a 401(k); health, life, and long term care insurance; accrual of annual (personal) leave, sick leave, and paid holidays.
