THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST (TITLE 5), Position Description Number T5115000 and is part of the IL JFHQ, National Guard.

Duties
As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will plan, analyze and/ or evaluate the effectiveness of line or operating programs.
- Identify problems, review production standards, and make tentative recommendations for problem resolution.
- Develop recommendations to correct deficiencies or suggest program or process improvements for the organization.
- Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.
- Plan and design procedures to improve organizational effectiveness and efficiency.
- Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
- Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.
- Review reports and studies to ensure that user requirements are met, and appropriate rules and regulations are utilized.
- Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
- Manage the evaluation program to ensure required actions are tracked and completed.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG.

Qualifications
GENERAL EXPERIENCE: MUST possess experience to analyze problems and identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; communicate effectively both orally and in writing; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess at least 1-year of experience, education, or training equivalent to the GS-7 level: experience, education, or training identify problems; analyze evaluation results on both a quantitative and qualitative basis; review reports and studies to ensure requirements are met; ensure appropriate rules and regulations are utilized.

Education: You must have successfully completed a master's or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position and is directly related to the work of this position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement.
