Summary

The primary duties of this position are performed in the Roseburg VA pharmacy. The incumbent is a certified technician, efficient, motivated, and customer-friendly, who, under the authority of the Site Supervisor, is responsible for the patient care assistance activities regarding the Care in The Community (CITC) Pharmacy program.

Duties

Duties of this position include, but are not limited to:
A. CITC Activities

  1. Receives inquiries via telephone, electronic health record (EHR), and digital communications. Answers Veteran inquiries related to process questions. Follows-through to provider on EHR as appropriate. Refers clinical and other judgmental questions to the pharmacist as necessary. Documents all interactions using progress notes and other reports as needed.
  2. Uses the highest level of customer service at all times to provide patient education via telephone on the medication refill process, the use of the automated telephone system, the use of the internet refill system and general information on outpatient pharmacies such as hours of operation and types of pharmacy services available on site.
  3. Follows-through on all prescription problems by phone or EHR progress note to the provider to avoid Veterans being out of medications.
  4. Participates in telephone notification of class 1 medication recalls as necessary. Guides Veterans on how to return medicine to the pharmacy if needed and how to obtain replacement medications.
  5. Actively and diligently treats all Veteran contacts with respect and the utmost dignity. Seeks to solve Veteran's concerns at first contact. When required, refers to other VA resources to assist in the resolution process. Always resolves all Veteran issues in a timely and caring manner with emphasis on providing first contact resolution (FCR).
  6. Verifies authorization of care, initiates request for care and services when necessary.
B. OUTPATIENT PHARMACY ACTIVITIES
  1. Independently inputs prescription/refills into EHR computer system for immediate or mail-out processing.
  2. Processes batch refill prescription ordering for mail-out processing and ultimate fulfillment of Veteran requests.
  3. Interacts personally with Veterans or their representatives to assure medication profiles are updated, reviewed, and needed prescriptions items or soft prosthetics supplies are appropriately processed.
  4. Accurately fills prescriptions orders by selecting correct product based on label requirements and assures each item is filled and labeled according to all applicable standards.
  5. Answers questions from pharmacy and non-pharmacy personnel regarding outpatient procedures. Identifies basic therapeutic problems, such as duplicate therapy with drugs in the same class and alerts the pharmacist to the possible need for clinical intervention.
3. GENERAL
A.Maintains work areas in a clean and orderly condition by assuring that all stock and equipment are in assigned places and all shelves and counters are free of dust and debris in order to create option work areas.
B. The technician will be assigned additional duties by the supervisor as necessary for the smooth operation of the pharmacy.

D. Complies with the VISN-20 and Service level ADP security procedure.
E. Complies with the VISN-20 EEO policy and directives, and service level EEO procedures.
F. Performs all the duties of lower grade technicians, if required.
4. PHARMACY OPERATION SUPPORT
A. Assists the pharmacist with problem solving patient care or medication issues.
B. Assists in quality improvement projects as an individual or on assigned teams to improve pharmacy service.
C. Assists to complete required pharmacy reporting obligations as directed.
D. Maintains pharmacy security. This includes the physical security of the pharmacy and the security of electronic records.
E. Maintains accountability for tour of duty. This includes being ready for their tour of duty at the start of their shift, and being on time as they return from lunch, breaks, or other assigned meetings and activities.
F. Efficiently uses written communication skills for job related activity such as secure messaging, email or other form of pharmacy communication.
G. Understands pharmacy Standard Operating Procedures (SOP) and policy for general operations and inspections.
H. Understands waste streams for returned medications and medications to be destroyed.
I. Maintains cleanliness and neatness of the pharmacy work area.
J. Maintains training requirements, national pharmacy technician certification and annual competencies as required for this position.
K. On occasion, may be assigned to assist in staff shortage or special assignments in other Roseburg HCS pharmacies.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education or Experience:
(1) None required.
(2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.

Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
(a) PTCB as a CPhT. OR
(b) NHA as a ExCPT

English Language Proficiency: Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).

GS-7 Pharmacy Technician Grade Determinations:
Experience: Candidates must possess one year of experience equivalent to the next lower grade level.

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work.
  • Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
  • Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers.
  • Ability to train developmental pharmacy technicians and students.
  • Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution.
  • Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.
Preferred Experience: Preferred candidates has experience with retail insurance and communicating with patients and community provider offices.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/ carrying (up to 40 pounds) of pharmaceutical supplies and bending/stooping/stretching.
