Job Description (Please follow all instructions carefully)

Summary

This position is located in the National Defense Reserve Fleet (NDRF), Office of Ship Operations, Office of the Associate Administrator for National Security, Maritime Administration (MARAD).

The National Defense Reserve Fleet (NDRF) is the anchorage site for numerous "laid-up" merchant and military ships of all types and designs that are maintained according to their assigned status in an appropriate seaworthy condition.

Duties

As the Preservation Servicer, you will:

  • Support the implementation of the Reserve Fleet's Storm Water Pollution Prevention Plan (SWPPP) including inspecting coatings conditions and potential pollution sources such as leaking machinery.
  • Install and maintain Best Management Practice (BMP) measures to support the SWPPP such as drain screens, piping blanks, absorbents, repairing or draining leaking machinery, and obtaining storm water samples for analysis.
  • Perform work to provide for: inspection, maintenance and preservation of vessels hull and topside coatings, including regular inspection of shipboard coatings, failed remediation involving scaling, scraping, chipping, and coating application; topside housekeeping on vessels including sweeping and trash removal, deck maintenance and repair, including of exterior surfaces.
  • Assist in other Fleet production tasks, such as ship arrivals, departures, and mooring.

The ideal candidate is experienced in the use of all types of tools and equipment used in ship cleaning, coating and topside maintenance, such as scrapers, scalers, paint spray equipment, vacuums, hand tools, and government furnished personal protective equipment (PPE). Work with a crew of mechanics, riggers, and laborers aboard vessels.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PHYSICAL EFFORT:Potentially hazardous assignments are required. The work requires heavy exertion and is arduous at times, requiring excessive walking, climbing vertical ladders, kneeling, crouching, stooping, working in awkward positions on steel decks and in close quarters, frequent lifting of 50 pounds and infrequent lifting of over 50 pounds with assistance.
  • WORKING CONDITIONS: The employee works outside in all kinds of extreme weather, e.g., heat, cold, precipitation, wind, etc. The equipment, tools, and tasks involve extreme care and use of protective clothing, safety gloves, ear plugs, safety glasses, or respirators to avoid severe injuries. The employee is subject to slippery surfaces, insufficient light and air, soot, dirt, dust, fumes and extremes of heat and cold. May work in cramped, smelly places and in spaces where asbestos and lead-based paint is present; danger to falling overboard or shock from electrical equipment; exposed to tripping hazards and subject to cuts and burns. The employee is required to follow all Reserve Fleet Safety Rules, and is required to wear safety equipment that is provided by the Fleet. Must provide his/her personal clothing and be available for any type of weather conditions. Employee is trained in accordance with the hazards encountered in the course of work.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

Qualifications for the position are based on the  training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.

To qualify for the WG-07, your experience should include experience equal or equivalent to the following:

  • The ability to apply, maintain, and inspect vessels' hull and topside coatings.
  • The ability to operate various controls and levers to maneuver equipment, and lift/lower, adjust, engage/disengage components or attached devices.
