Clarification from the agency
This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons, including Public Health Service Commissioned Corps officers. No previous federal experience is required. This appointment does not confer any entitlement to a position in the competitive service and may provide entitlement to Merit Systems Protection Board (MSPB) appeal rights. Duties
Major Duties:
- As the alter ego to the Center Director, the Principal Deputy Director provides executive leadership, direction, planning, coordination, and strategic vision to the Center on policies, activities, and operations management of center programs.
- Provides scientific and programmatic guidance and leadership to international, national, state and/or local government agencies, universities, health-related organizations, private and public foundations, and professional associations, in activities to improve critical public health outcomes. Provides scientific advice and consultation as a nationally or internationally recognized consultant and expert on critical problems in the scientific specialty field. Directs special projects involving medical, technical, and scientific matters of interest to NCEH/ATSDR, CDC and HHS.
- Provides scientific leadership, direction, and advice on policies and improvements to implement for health-related activities for hazardous substances, hazardous waste sites and chemical releases as well as programs that protect people from environmental exposures and conditions. Performs advisory services to the director and other senior staff on the development, support, application, standardization, and integration of public health policies and programs.
- Serves as scientific advisor to the Center Director, and other senior staff, on science issues in public health, medical science, epidemiology, biostatistics, economics, behavioral science, and related disciplines, which are frequently complex or controversial and often involving analyses and assessments resulting in policy decisions along with CDC's relationships with other U.S. governmental agencies - Federal, state and local, as well as international governments and domestic and international non-governmental organizations.
- Represents the Center with CDC leadership at all levels and with external organizations and works to ensure that the Center is consistent with Agency goals and are meeting planned accomplishments. Develops goals and objectives that integrate organizational and operations objectives for the organization. Establishes, reviews, and/or revises policies, procedures, mission objectives on a wide range of scientific, environmental, health, and emergency response.
- Manages strategic change and works to create and maintain effective working relationships with others.

Qualifications
Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position.
Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Requirements: In addition to meeting the Basic Requirements, applicants must also meet the following: Five years of graduate training in the specialty of the position to be filled or one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as executive level leadership and management experience establishing and maintaining effective environmental public health partnerships involving high-level government officials, national or international organization, non-government groups, media, and the public.
Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
