Duties

  • Performs quality control functions for pre-solicitation, solicitation, award and post-award documentation.
  • Researches, analyzes, and prepares position papers on acquisition matters for the DCCO CoCO. Develops guidance and training materials for DCCO procurement personnel.
  • Serves as business advisor to Contracting Officers, Contract Specialist, Program Managers, General Counsel, and other acquisition stakeholders.
  • Reviews existing policies, processes and procedures, and recommends appropriate changes to improve the overall efficiency and effectiveness of the organization.

  • Must be a U.S.Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Obtain/Maintain Contracting (1102) Professional Certification.
  • Contracting Officer position.
  • Financial Disclosure (OGE-450) required. Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
  • Drug Testing Position.
  • Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position is required.
  • TS/SCI - Top Secret/Sensitive Compartmented Information.

Qualifications

Basic Education Standards for positions in the 1102 series:

Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. Basic Qualification Requirements for Contracting Officials:

The individual must:
  • Have completed (or willing to complete) all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions, AND
  • Possess at least two years' experience in contracting (You MUST demonstrate you meet this basic qualification requirement for Contracting Officials in your resume. Failure to provide this information by the close of the announcement may result in an Ineligible rating).

Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.

Specialized experience is defined as experience using established methods and guidelines to research and analyze position papers, pre-solicitation, solicitation, award and post-award documentation on acquisition matters.

For the GS-12
, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.

Specialized experience is defined as experience researching and analyzing position papers on acquisition matters and assisting on performing quality control functions for pre-solicitation, solicitation, award and post-award documentation.

For the GS-13
, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

Specialized experience is defined as experience researching, analyzing and preparing position papers on acquisition matters and performing quality control functions for pre-solicitation, solicitation, award and post-award documentation to analyze the efficiency of the contracting operation.

Candidates must describe how their experience meets the specialized experience requirement within the body of their resume.

Education

Substitution of education for GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree (15 credits=1 year of higher level education).

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
