Summary
This position is located in the Maintenance Department of the Cheyenne River Health Center (CRHC) in Eagle Butte, SD. This position serves as the Facility Manager who supervises the Maintenance staff, Biomedical Engineering staff, and the Transportation staff.

Duties
- Serves as a project manager for construction projects. Projects may include new construction and site development, major and minor repairs, improvements, alterations and equipment installation and replacement at the CRHC.
- Ensures that appropriate CMS & Joint Commission (JCAHO) Environment of Care Standards for accreditation is met. The incumbent is responsible for the Statement of Condition, Plan for Improvement, equivalencies and Interim Life Safety Management actions as well many other program elements.
- Collaborates with the heads of other departments to negotiate, decide on, and/or coordinate work-related changes. Advises management on requirements or problems and recommends corrective action as appropriate.
- Accounts for Maintenance and Improvement (M&l), and Facilities Support Account (FSA) funds/budget. M&I and Facility Support Accounts are specifically appropriated for health care facilities operation, maintenance, and repair and personnel salaries. Initiates contracts for the hospital prior to end of fiscal year for the upcoming fiscal year, monitors contracts ensuring fiscal accountability.
- Plans equipment replacement distributes replacement costs over a period of time before failure of the equipment significantly disrupts the delivery of care.

Qualifications

Individual Occupational Requirement:
The Supervisory Facility Operations Specialist, 1640 has an Individual Occupational Requirement. To be appointed into this position, applicants must meet the following requirement. In addition to meeting the Individual Occupational Requirement applicants must also have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Undergraduate and Graduate Education:
Major study -- engineering, industrial arts, property management, or business administration.
OR;
Examples of qualifying specialized experience include:
- Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
- Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
- Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to meeting the Individual Occupational Requirement applicants must also have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
MINIMUM QUALIFICATIONS:
For the GS-12 grade level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks; examples include: Leadership experience with health care facilities maintenance and repair operations, knowledge of federal, state and local government practices, functions, laws, regulations, codes and standards, analyzing statistics and review of maintenance operations to determine compliance with requirements.

Selective Placement Factor for GS-12: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of the position and will provide expertise in optimizing the health care environment to keep patients safe and the building operations running efficiently. Time In Grade (Merit Promotion Candidates Only)
