Summary

Position is in Office of Railroad Development, Office of Rail Program Development, Federal Railroad Administration. Serve as a Supervisory Management Analyst with broad responsibility for internal systems to enable and enhance mission accomplishment. Responsible for managing system(s) and program management data to support overall RRD mission, enhance stakeholders’ understanding of rail-related financial investment, strengthen skills in rail development, and maintain a well-trained workforce.

Duties

As a Supervisory Management Analyst, you will:

  • Oversees the management of systems and data, prepares reports showing qualitative and quantitative trends and projections and generate practical program recommendations to improve overall organizational performance.
  • Oversees the analyses, design, development and/or revision of various grant and program management systems, processes, procedures, and tools through building a future-focused vision by identifying emerging needs.
  • Oversees and manages the Program Management Tracker (PMT) grant management system to include providing progress report records, entering revisions, verifying discrepancies, and ensuring functionality of the database.
  • Performs independent studies identifying requirements and specialized needs of end users and develops new applications, utilities, and systems to meet overall requirements.
  • As a first level supervisor, monitor and access the work product of assigned personnel, recommend awards or bonuses, identify specific problem areas and create workable solutions for those problems, and develop processes that empower and improve both individuals and the team.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are
    specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held
    outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund
    does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest
    themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the
    divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor
    is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Designing, managing, and prioritizing the development, implementation, and testing of new functionality in program or grant management
    systems, dashboards, and communications sites, including development and implementation of processes and procedures.
  • Overseeing a contracting team on development or enhancement of technology system(s), coordinating stakeholder input (via workshops,
    user testing, and other means), and translating and prioritizing business requirements for developers to implement.
  • Planning and executing studies and analysis (qualitative and quantitative) of program or grant management systems, including developing
    practical methods and techniques for analyzing data to innovate and resolve program issues

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals
    and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and
    evaluates outcomes.
  2. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate
    alternatives, and to make recommendations.
  3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws,
    regulations, and guidance.
  4. Leadership (Supervision) - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations
