Summary
The Department of Transportation is looking for Supervisory Transportation Specialists. You will be responsible for developing and implementing transportation policies and programs and providing technical guidance on regulations, policies, strategic planning and coordination of programs and affiliated initiatives and activities.

Duties
As the Supervisory Transportation Specialist, you will perform some or similar duties as listed below depending on the position you are selected for:
- Provide advice on program and policy issues that involve all areas under the responsibility of program office. Advise senior management on actions which may be taken to improve internal and external program operations as indicated by changes in legislation, regulation, and policy.
- Analyze and provide expert advice to staff on existing and proposed transportation and related legislation and regulations, including participation in work groups such as the policy review teams.
- Advises internal and external partners, as well as top leadership on issues of developing, communicating, and enhancing the program office.
- Conduct special project and initiatives to support the mission of the program office.
Exercise significant responsibility over program activities to include performance planning, strategic planning and program planning and development.
- Ensures objectives are fulfilled and completed plans are consistent with the Agency’s mission, goals and objectives.
- Conduct policy research and analysis on complex transportation infrastructure issues, problems, and proposals concerning innovative finance.
- Conduct research on the economic impact of transportation investments and disruption to the transportation systems.
The ideal candidate for this position is a senior level professional who functions independently and demonstrates leadership in team environments and/or managing people. The ideal candidate also has strong analytical, strategic planning, and communication skills. Experience in analyzing and providing recommendations for improvement of transportation policy and an ability to meet organizational goals is desirable.

- PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required.
- SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
- REMOTE WORK: Varies by position. Remote work means the residence is the full-time official duty location. The difference in salary is determined by the locality pay in each location. Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
- Experience planning and conducting transportation projects/programs (e.g., environmental, community, infrastructure construction, safety, outreach/marketing, international, transit, maritime, etc.), or
- Experience researching, identifying, and/or assessing the impact of transportation project/program investment (e.g., environmental, community, infrastructure construction, safety, outreach/marketing, international, transit, maritime, etc.), emerging transportation technology programs, infrastructure grants/financing, equity assessment, or comparable transportation work involving public policy, or
- Experience providing managerial oversight or technical assistance to a transportation related function, team, or organizational office.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Technical Knowledge - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform transportation infrastructure, policy, and/or program management work; works with, understands, and evaluates technical information related to the development of infrastructure financing, promoting innovation in transportation infrastructure, and administering grant programs; consulting skill and advises others on technical issues; and a high degree of writing and oral communication skill.
- Program Management - Knowledge of the principles, methods, and tools for the coordinated management of programs to include providing oversight projects, providing technical guidance, integrating dependent schedules and deliverables, and related activities.
- Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- Written and Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
