The International Relations Specialist (Military Exchange) position is for G5 Headquarters Directorate, International Operations Division, International Military Affairs Branch located in Wiesbaden, Germany.

Duties
- Participate in the formulation of annual budget requirements for Military Personnel Exchange Program.
- Advise senior leaders on program requirements and execution to meet objectives.
- Assist senior specialist in the development of civilian support matters such as: health care, quarters, schools, and mess to meet organizational goals.
- Facilitate selection for over 70 senior officers and Non Commissioned Officers utilizing the most up-to-date systems.
Conditions of Employment

- Incumbent must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
- Incumbent must be able to obtain and maintain a valid state-issued driver’s license.
- Incumbent must be able to obtain and maintain a government driver’s license to operate non-tactical vehicle/transportation motor pool (NTV/TMP) vehicles such as a sedan or small passenger van.
- Position requires business related travel up to 50% of the time.
- Incumbent must be able to obtain and maintain a Secret clearance.
- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements within 1 year and, complete certification-related continuous learning requirements.

Basic Requirement for International Relations Specialist (Military/Exchange):
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE:
To qualify based on your experience, your resume must describe at least one year of experience that included either
(a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the following fields of work, international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities, associated with international organizations, problems, or other aspects of foreign affairs,
or
(b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields. Specialized experience is defined as: 1) Assist in the preparation of executive summaries and/or briefings regarding important issues, events or anticipated problems to stakeholders; 2) Analyze interrelated issues such as: personnel, operations, political-economic, logistics and/or intelligence in order to synchronize activities with staff; AND 3) assists in the establishment of agreements and guiding documents with other nations or organizations in order to meet objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
