This announcement uses the DHA for Certain Personnel of the DoD Workforce (Title 5 USC Section 9905) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties
- Ensure adequate operation of the vessel during his watch, for checking steering gear far worn parts, and seeing that necessary preventative maintenance is performed, and for seeing that all wheelhouse equipment is in good working order.
- Stand regular bridge watch and directs the dredging operations in accordance with navigation roles and regulations, dredging plans and specifications, and instructions issued by the Master relative to areas and depths.
- Instruct Quartermaster as to compass course or ranges to follow and directs the Quartermaster in recording dredging data for inspection reports.
- Direct the flow of dredged material to keep dredge in trim.
- Operate pilot house controls for starting, stopping, speeding up, slowing down, and reversing dredge motors as required.
- Keep log of movement of the vessel during watch and records other pertinent data such as weather conditions, tide flow, etc.
- Dock and undocks at mooring barge both day and night under all conditions, exercising care not to damage the dredge or barge.
- Coordinate pump-out operation with shore party by maintaining two-way radio contact to monitor flow and consistency of pumped dredged material.
- Ensure that hopper material is pumped out as fast as possible without plugging and rupturing the line which would result in extensive delay.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be willing to serve a one-year probationary period, if applicable.
- Position requires a pre-employment physical, then annually thereafter.
- Must be able to lift up to 40 lbs.
- Travel may be required up to 5% of the time.
- Must be willing to take and pass a pre-employment drug and alcohol test and must be willing and able to pass random drug and alcohol tests thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications (Screen Out Element): Ability to do the work of an 3rd Mate (Hopper Dredge) without more than normal supervision. Your resume must demonstrate that you have the ability to perform basic navigational bridge operations and can stand watch.

Licensing/Certification (Selective Placement Factor): In addition to meeting the experience requirement of this position, applicants:
- Must possess a valid United States Coast Guard Merchant Mariners Credential (MMC) endorsed with a license as Third Mate of Self-Propelled Vessels of Unlimited Tonnage Upon Oceans.
- Must possess a Standard of Training/Watchkeeping (STCW) endorsement as Officer in Charge of a Navigational watch.
- Must possess a valid Transportation Worker's Identification Credential (TWIC).

PHYSICAL EFFORT:
Light effort is required for continuous standing and operating of various controls while on watch.
WORKING CONDITIONS:
Spends most of time in wheelhouse. Occasionally goes outside in all kinds of weather to attend to certain duties, being exposed to the elements and subject to slipping on wet decks. Danger of drowning exists in case of accident.
