JOB TITLE:  Administrative Specialist 
BUSINESS TITLE:  Administrative Office Manager (Management Information Branch)

This position is located within the Management Information Systems Branch, Marine Corps Community Services (MCCS), MCB Camp Butler, Okinawa. 
Incumbent reports directly to the Chief of the Management Information Systems Branch.

The primary focus of this position is to serve as the Administrative Office Manager for the Management Information Systems Branch, to include providing executive level secretarial support to the Chief Information Officer.  Incumbent acts as a Lead Administrative Specialist by providing administrative knowledge and guidance to other office administrative staff.

DUTIES AND RESPONSIBILITIES:
Performs executive level administrative, clerical, and office support directly to the Chief Information Officer.  Work performed enhances the basis for numerous high-level management decisions regarding executive level administrative requirements.

Operates with a great deal of latitude and independence, and selects methods, approaches, and priorities to carry out work assignments.  Completed work is reviewed only in terms of productivity and effectiveness in meeting requirements or accomplishing objectives.

Has administrative oversight for the Management Information Systems Branch to support the Administrative, Technical Services, Network Services, and Application Development sections.

Provides training and guidance on clerical, administrative, and protocol matters; and leads the Management Information Systems' Administrative Assistant in the performance of his/her duties and ensures timely accomplishment of assigned tasks. Manages/approves Administrative Assistant's timecard, performance appraisal, and work schedule.  

Establishes and updates office procedures, including maintaining of office records and assisting in efficient administrative operation.  Maintains close liaison with CIO, Management Information Systems' supervisors, and their personnel to make and/or present changes in operational procedures.  

Serves as the central point of contact for matters relating to the day to day matters of the Management Information Systems Branch.  Works closely with the NAF contracting office for proper processing of all purchase requests, Accounting Management Office, and Financial Budget Analysis unit.  

Works with the Chief Information Officer to deliver budget reports, statistics, and other monthly and yearly pertinent information. Maintains expense records, reimbursement claims and other important documents that require the Chief Information Officer¿s signature.  Responsible for preparing, tracking and providing guidance on budget requirements.  Maintains operational and capital budget.  Provides guidance, as requested, on issues relating to Management Information Systems budget services.  Briefs the Chief Information Officer on budget execution status on a weekly basis.  Maintains initials yearly budget, midyear budget and prepares any changes mandated by executive decision to the Management Information Systems' budget.  Tracks expenditures and BPA expenses for all sections within in the branch.  Responsible for purchases made on the MIS NAF Purchase Card and files all necessary reports with the NAF Contracting office.

Subject matter expert on Naval Correspondence.  Prepares Naval Correspondence, reports, and other documents. Compiles correspondence from all Management Information Systems Branch and ensures accuracy, correct grammar, proper formatting, and documentation.  Works with staff on making necessary corrections to reports and other documents.  Accurately advises office staff on administrative and procedural requirements and instructions.  Screens and reviews all packages for completion and accuracy before they are routed outside the Management Information Systems Branch.

Proactively ensures that all Department of the Navy Taskers and all taskers assigned by the MCCS Executive office are properly logged, updated, tracked, and submitted in accordance with established due dates.

BASIC REQUIREMENT:

  1. A 2-year degree from an accredited college or vocational school in fields related to duties of the position being filled OR a minimum of 2 years of specialized and progressively more responsible work experience in administrative support which demonstrates analytical ability, mature judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives.

QUALIFICATION REQUIREMENTS:

  1. Solid knowledge of general accounting practices and non-appropriated funds contract operations.
  2. Ability to communicate effectively both orally and in writing.
  3. Ability to work in the capacity of both a general administrative support staff and an executive secretary.
  4. Ability to prioritize daily workload, work independently, and perform under high stress environment.
  5. Strong working knowledge of all Microsoft Office products as they pertain to daily business activities and familiarity with terms and acronyms used within the information systems field.
  6. Advanced knowledge of Naval Correspondence standards, practices, procedures, and policies. 
  7. Must be experienced in providing guidance and assistance to all levels of personnel, both internal and external, in a professional, courteous, and tactful manner.
  8. Experience with administrative and clerical procedures to manage files, records, and forms.

This position has been designated as a position of trust. The incumbent must be eligible for a Tier 3 (Secret Clearance) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
