Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a ADMINISTRATIVE SUPPORT SPECIALIST (Title 32), Position Description Number D2346000 and is part of the AR ANG 189 ALF WG, National Guard.

(1) Arkansas Air National Guard (AR ANG) Technicians; (2) All members of the AR ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Air National Guard).

Duties

1. Serves as the Commander's Resource Advisor, assuring full planning, execution, and accountability for the Unit's financial and workday resources. Proposes, drafts, and maintains Unit spend plans, forecasting the unit's use of Military Personnel and Operations and Maintenance funds, as well as Annual Training, Proficiency Training, Training Period Preparation Assembly, and Full-Time National Guard workday resources. Maintains proficiency in the use of numerous systems and familiarity with a large body of legal and regulatory material particular to the financial management realm. Prepares a wide variety of financial reports on a weekly, monthly, quarterly and annual basis in order to document financial accountability, inform management decision-making, and meet regulatory requirements. Approves or disapproves the execution of all Unit expenditures to ensure they are in accordance with legal and managerial guidance. Reviews travel authorizations and vouchers to ensure they are legal and proper before approval. Participates in quarterly Wing Financial Working Group meetings, aiding in the Wing-wide prioritization of unfunded requests. Works with Group, Wing, Comptroller Flight, and National Guard Bureau functional offices to coordinate transmission of unfunded financial needs and receipt of additional funds.

2. Serves as the lead for all unit administrative support functions. Recognizes need, initiates action, directs or personally formulates new administrative policies and procedures, and recommends changes designed to improve administrative efforts or services. Implements information management (IM) policies and procedures related to assigned areas of responsibility. Utilizes knowledge of a wide range of rules, procedures and operations to provide administrative support for records protection and safeguarding; electronic records management; Privacy Act and Freedom of Information Act requests and training; military personnel and pay actions; correspondence and mail management; and centralized orders and travel processes. Utilizes knowledge of the organization, programs, missions, and functions of the Unit and its major issues, program goals, objectives, work processes, and administrative operations in performing a wide variety of complex support work requiring analyzing interrelationships with the requirements of customers and other functional areas. Conducts studies, inquiries, and surveys in response to the needs of management. Serves as the unit's SharePoint manager or liaison. Plans, implements and maintains the unit's internal World Wide Web collaborative environment ensuring compliance with all Public Affairs, Legal, Communications-Computer, IM, and Host Wing guidance. Publishes unit drill schedules and newsletters. Accomplishes or assists in accomplishing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, line of duty actions, applications for school, payroll actions, and other personnel and pay actions, and forwards same to a higher level military personnel or finance office. Accomplishing these tasks involves a combination of long-range planning and current operational analysis and measurement. The work is both proactive and reactive in nature and involves multitasking and prioritizing of work to meet operational missions based on the commander's intent. Establishes channels of communication within the Unit, keeping personnel informed and facilitating feedback. Resolves day-to-day administrative problems related to the operation of the Unit.

3. Plans, implements, and manages the Records Management Program for the Unit according to Air Force directives, instructions, and general guidance from Higher Headquarters. Considers the methods and processes by which: record materials are created by an organization; filing systems are maintained; and records are retained or disposed. Complies with local directives and instructions pertinent to the establishment and maintenance of files and training records. Develops records disposition schedules and procedures. Conducts staff assistance visits. Provides recommendations, advice, and technical guidance on the proper application of existing policies and procedures and use of new or improved methods and techniques to improve operational efficiency. Studies and analyzes problem areas through the collection and analysis of data, personal interviews, observations and management. Upon completion of staff visits, assembles and analyzes data collected and holds critiques with staff/operating officials on the status of the program, identifying areas requiring corrective action, identifying causes for deficiencies, rendering guidance and making recommendations for improvement.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Minimum Military Grade: NLT E-1/AB
  • Maximum Military Grade: NTE E-6/TSgt

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. Must become compatible in the Air Force Specialty Code (AFSC) 3F0X1 within 12 months of appointment.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

Thorough knowledge of the organization, programs, mission goals, major issues, objectives, work processes, administrative operations and functions of the unit. Requires knowledge of the pertinent laws, regulations, policies and precedents that apply to an ANG unit.

Advanced knowledge of and skill in applying fundamental DoD Financial Management laws, principles, systems, policies, methods, and practices sufficient to: advise leadership on all financial matters pertinent to the unit; develop and evaluate long- and short-range financial plans; implement financial reviews, audits, reports, transfers, and unfunded requests; and ensure all expenditures are legal, proper, and correct.

Knowledgeable of Records Management (RM) policies, procedures, systems, and governing directives sufficient to: establish file plans, records disposition schedules and procedures in accordance with legal and regulatory guidance; evaluate unit file plans and RM procedures; and train personnel in the full range of RM responsibilities.

Thorough knowledge of a wide range of AF, ANG, Wing, and Group administrative program requirements sufficient to ensure the unit meets all program requirements and to serve as the unit's subject matter expert or point of contact for all inquiries or taskings that arise for those programs.

Knowledge to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of unit operations.

Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of unit operations.

Knowledge in developing new or modified work procedures for administering unit services, guidelines and procedures and automating work processes.
