The Office of Operations, Projects, and Planning (OPP) within the Division of Enforcement is hiring an SK-0301-17 Assistant Director for Operations (Business Manager) in Washington, DC. This position oversees the division's human capital, budget allocation, IT portfolio management, facilities management, records management, risk management, FOIA requests, and various administrative functions within the division.
Duties

Primary duties include:
- Advising the Enforcement Division's Managing Executive on a range of issues including human capital, operational, administrative, technological and other initiatives, as well as identifying strategic and tactical opportunities to meet the operational needs of the Division;
- Providing program direction and technical leadership. Planning and participating in the direction of comprehensive enforcement programs of exceptional difficulty and complexity while also evaluating program functions that can be enhanced or streamlined to improve service delivery;
- Supporting Enforcement's budget formulation, request, and administration process in coordination with regional offices, and partnering organizations, such as Exams, OFM, OHR, OCOO and OIT;
- Providing a division-wide portfolio view of Enforcement projects to aid in decision-making regarding the optimal mix and sequence of projects to achieve overall Division goals while delivering project support by providing guidance in project management processes and methodologies in a manner that is efficient, consistent, and standardized;
- Providing leadership to the organization's staff in improving the processes and procedures that enhances the effectiveness, efficiency, and productivity of the program. Monitoring program indicators to ensure that support being provided meets mission requirements. Assessing operational shortfalls, identifying opportunities for improvement, initiating technology exploration, and evaluating processes and technologies that may have the potential to improve the effectiveness of the mission of the organization.
- Providing leadership and supervision of administrative personnel and functions to support the Enforcement program, both nationally and in the home office.

- PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
- DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
- This position is not in the collective bargaining unit.
- This is a temporary promotion not-to-exceed 120 days from the date of appointment to the position. The temporary promotion may be extended in 120 day increments but may not lead to a permanent position.
- This appointment may end at any time during the course of the appointment at the discretion of management.
- If selected, you may receive a salary increase for the duration of the temporary promotion. You will be returned to your original salary at the end of the appointment.
- If selected, you will accrue 8 hours of annual leave per pay period for the duration of the temporary promotion. You will be returned to your original annual leave accrual at the end of the appointment.
- Selectee will be required to physically report to the SEC office/duty station in the announcement.
- Supplementary vacancies may be filled in addition to the number stated in this announcement and may be filled from any division or office within the agency.
- SUPERVISORY PROBATIONARY PERIOD: This appointment may require completion of a two-year supervisory probationary period.
Qualifications
All qualification requirements must be met by the closing date of this announcement.
SK-17: Time-in-grade for this announcement is one year at the GS/SK-14 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATION REQUIREMENT:
SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes:
- Providing oversight and direction for a wide range of issues related to the operations and business management of internal administrative responsibilities such as human capital, and budget allocation; AND
- Implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives; AND
- Acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters.
Education
