Duties

  • You will serve as an Attorney-Advisor assigned to the Office of the Force Judge Advocate (FJA) at the headquarters of Commander, U.S. Naval Forces Europe, Commander, U.S. Naval Forces Africa/ Commander, U.S. SIXHT Fleet (CNE-CNA-C6F).
  • You will execute the command’s ethics program by preparing opinions and furnishing advice on questions involving a wide variety of ethics law issues and standards of conduct and conflict of interest issues for leadership, staff and commands.
  • You will prepare written opinions and render legal advice on a wide variety of administrative law matters, including but not limited to: military personnel law, formal and informal investigations, Equal Opportunity Employment Act, etc .
  • You will review, research, and provide legal interpretation on a wide range range of Federal regulations, executive orders, and directives, as required for the administration of naval authorities, responsibilities and functions.
  • You will conduct classes and training for commanders, staff and other personnel.
  • You will provide counsel to ensure compliance with all congressional mandates and provide advice on the interpretation and weight to be given to congressional intent, solving unique legal problems where there is no legal precedent.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • There may be occasional requirement to work overtime and/or outside of normal working hours, including weekends.
  • Must have a law degree (JD or LLB) from an ABA accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia.
  • There may be occasional requirement to work overtime and/or outside of normal working hours, including weekends.
  • Work is performed in an office setting. The work area is adequately lighted, heated, and ventilated.
  • The office environment involves everyday risks or discomforts that require normal safety precautions typical of offices and meeting rooms (e.g. use of safe work practices with office equipment, avoidance of tripping and falling, etc.).

Qualifications

You must possess a J.D. or LL.B degree from an accredited law school

AND

Must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar

AND

To qualify for the GS-13 level position, you must have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-12 level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Interpreting administrative, civil, and personnel laws and regulations to analyze and evaluate issues arising from all areas of administrative law practice;
2) Performing legal research to identify relevant facts to prepare statements, legal opinions, advice, and recommendations; and
3) Utilizing management principles and methods, strategic planning, budgeting and resource requirements to assess and improve administrative systems, processes, and overall programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
