Duties

As an Auditor, at a minimum you will: 

  1. The incumbent performs auditing or evaluation assignments within a team structure by applying conventional procedures and practices
  2. Conducts analyses to detect the existence of fraud, waste, and/or mismanagement in the Department. 
  3. Develops quantitative and qualitative data by reviewing, analyzing, and extracting pertinent data from files and reports.
  4. Develops conclusions and prepares written draft findings; ensures all findings are supportable and meet standards; and ensures conclusions and recommendations are sound and reasonable.
  5. Participates in comprehensive audits, evaluations, and special inquiries of the Department, which could include entities located in crisis and post-conflict areas.
  6. Works effectively as a team member and collaborates with the Audit Manager and other team members. Maintains effective relationships with staff members and officials of audited entities.
  7. Participates in team's resolution of problems and issues by recommending possible approaches.
  8. Supports the principles of the equal opportunity program and helps to ensure that the program's goals are achieved.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Specialized Experience Requirements:

For GS-7 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, you MUST have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-06 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Conducting analyses to detect the existence of fraud, waste, and/or mismanagement in Department or USAGM management and operations.
  • Assisting teams responsible for developing quantitative and qualitative data by reviewing, analyzing, and extracting pertinent data from files and reports.
  • Performing research on such matters as public laws, Department, USAGM, and Federal requirements.

OR IN ADDITION to the above basic qualification requirements, you must have 2 full years of progressively higher-level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 06 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

For GS-9 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, you MUST have at least 1 full year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Experience assisting in developing routine audit plans that address the objective of assignments.
  • Experience reviewing, analyzing, and extracting pertinent data from files and reports.
  • Experience in gathering and evaluating data to help determine the degree of effectiveness of management systems.

OR IN ADDITION to the above basic qualification requirements, you must have 2 full years of progressively higher-level graduate education leading to master's degree or master's or equivalent graduate degree from an accredited college or university. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience as described on the vacancy announcement, which is equivalent to the work of the position and is equivalent to the GS- 07 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

FOR GS-11 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Participating in comprehensive audits, evaluations, and special inquiries of federal entities; and preparing reports on work processes and programs in accordance with applicable standards.
  • Experience in presenting, clear, concise and objective audit reports with well-defined findings and well-reasoned recommendations for corrective actions.
  • Experience in evaluating the economy, efficiency and effectiveness of program and management operations, identifying instances of fraud, waste, and mismanagement. 

OR IN ADDITION to the above basic qualification requirements, you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

OR IN ADDITION to the above basic qualification requirements, you must have a combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

FOR GS-12 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Independently developing basic audit programs that clearly define scope and steps to accomplish project objectives in accordance with the Government Auditing Standards;
  • Interpreting and applying pertinent laws, regulations, policies, and procedures relevant to the specific audit;
  • Developing and supporting findings that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, as applicable; 
  • Independently conducting segments of audits of large organizations; 
  • Preparing segments of draft and final audit reports; and
  • Participating in presenting findings and justifying recommendations in meetings or conferences.

There is no substitute of education for specialized experience for the GS-12 position. 

FOR GS-13 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Independently developing and implementing complex audit plans and programs that clearly define scope and steps to accomplish project objectives in accordance with Government Auditing Standards;
  • Planning, coordinating, and conducting audits in accordance with Government Auditing Standards;
  • Developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency;
  • Independently conducting and/or assist staff auditors in conducting segments of audits of large organizations;
  • Preparing draft and final audit reports that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, and
  • Presenting findings and justifying recommendations in meeting or conferences. 

There is no substitute of education for specialized experience for the GS-13 position. 

Education

This position has a Basic Requirement/Positive Education requirement.

MUST SUBMIT TRANSCRIPTS TO BE CONSIDERED FOR THIS POSITION 

You must submit a legible copy of your unofficial transcript. The transcript must demonstrate the degree awarded. Display copies of degrees or course listing do not provide the information needed. You will be required to provide the official college transcript(s) to verify educational qualifications, if selected.

  1. Bachelor's Degree or higher degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)

OR

       2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination NOTE: You must submit a copy of the transcript(s) and appropriate certification/documentation at the time of application to receive credit for this option; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. NOTE: You must submit a copy of the transcript(s) that reflect the substantial course work and reflect the semester hours to receive credit for this option.

There is no substitute of education for specialized experience for the GS-12 position. 

There is no substitute of education for specialized experience for the GS-13 position.
