Conditions of employment
- All selectees must sign a Pathways Participant Agreement.
- Subject to a 1-year trial period is required (unless already completed). Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
- The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

FHFA-OIG may convert a Pathways Recent Graduate non-competitively to term or permanent positions in the competitive service. The target position upon conversion is a EL-7/9 with a full performance level of a EL-13. However, conversion is not mandatory or guaranteed. Recent Graduates must be U.S. citizens and meet the following requirements to be eligible for conversion:
- Complete at least one year of continuous service;
- Demonstrate fully successful job performance consistent with the applicable performance appraisal program;
- Meet the OPM Qualification Standards for the competitive service position to which she or he will be converted;
- Meet any other agency-specific requirements outlined in her or his Participant Agreement; and
- Receive a recommendation for conversion from her or his first-level supervisor.
Qualifications
Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; [or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.)] if applicable.
*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
Specialized Experience:
Specialized experience for the EL-9 level is fifty-two (52) weeks of experience at the EL-7 level, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
- Experience assisting in developing audit plans and modifying them during the course of audits; AND
- Experience evaluating processes or procedures to identify deficiencies.
OR
You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree.
OR
A master's or equivalent graduate degree.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the EL-7 level is fifty-two (52) weeks of experience at the EL-5 level, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
- Experience obtaining and evaluating audit documentation for accuracy; AND
- Experience researching laws, regulations, guidelines, and approved procedures to provide findings.
OR
You may substitute education for specialized experience as follows: 1 year of graduate level education or superior academic achievement.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
Education
A: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B: Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1 - A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
