Duties

This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Office of Budget and Administration, Budget Branch, duty stationed in Sterling, VA or Washington, DC.

At the full performance level (GS-12) the major duties of this position include but are not limited to the following:

  1. Plans and conducts accounting/financial management studies that involve analysis of complex, interrelated administrative processes (e.g., budgetary, accounting, and procurement management functions); develops innovative recommendations for eliminating problems or improving the operation under study and writes reports that document findings and recommendations; reviews and evaluates accounting/financial systems for effectiveness of internal controls and integrity of the organization's financial information.
  2. Prepares external accounting/budgetary management reports, statements, supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or the Department of the Interior to ensure data consistency and integrity.
  3. Reviews and analyzes the effect of new or revised regulatory changes; develops accounting management reporting procedures; reviews accounting management policies, practices, techniques, and procedures that guide primary office financial work; identifies those guidelines that are in need of revision and develops recommendations for changes; and analyzes the impact of changes.
  4. Provides and implements solutions to correct internal control and reporting weaknesses. Reviews and analyzes financial reports generated by the accounting/financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger.
  5. Identifies problems and discrepancies by determining if adjustments or corrections are required and takes necessary action to correct and produce reports.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information (Per Annum):
GS-09: $68,405 - $88,926
GS-11: $82,405 - $107,590
GS-12: $99,200 - $128,956
*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:
To meet the basic qualification requirements for this position, you must have:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
  4. the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
    1. a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
    2. except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the educational requirement above ALL applicants are required to meet the additional qualification requirements below for the grade with which they are applying.

To qualify for the GS-09 grade level applicants must meet A, B, or C defined below.

A. Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Performing reconciliation activities within enterprise resource planning software(s) for budgeting, finance, and/or reporting needs.
2. Examining accounting processes or systems in accordance with generally accepted accounting principles.
3. Verifying the accuracy of accounting/budgetary/financial data or transactions within an enterprise resource planning database.
Must meet 2 of 3 statements defined above.

B. Education:
Completion of 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field related to the position to be filled.

C. Combination of Specialized Experience and Education: A qualifying combination of specialized experience and post-baccalaureate education that totals 100% of the requirement.

To qualify for the GS-11 grade level applicants must meet A, B, or C defined below.

A. Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Performing reconciliation activities within enterprise resource planning software(s) for budgeting, finance, and/or reporting needs; AND
2. Examining accounting processes or systems in accordance with generally accepted accounting principles; AND
3. Verifying the accuracy of accounting/budgetary/financial data or transactions within an enterprise resource planning database.

A Ph.D. or equivalent doctoral degree
