Duties

Serving as a Accountant GS-0510-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Financial Officer Directorate.

The primary purpose of this position is to administer the enterprise risk management/internal control routine monitoring program which ensures that appropriate, effective control objectives and activities are embedded in entity-level control, business, and financial accounting processes.

Typical duties include: planning and implementing mission-oriented risk assessments and routine monitoring of internal control over operations (ICOOP) and internal control over financial reporting (ICOFR), advising management officials on the internal control aspects of operations and recommending actionable strategies to mitigate risks and remediate control gaps or deficiencies detriment to the FLETC mission.

The qualification requirements listed below must be met by the closing date of this announcement.

All applicants must meet the basic requirements of A or B below:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by twenty-four (24) semester hours in accounting. The twenty-four (24) hours may include up to six (6) hours of credit in business law.

or

B. Combination of education and experience--at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; or

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., Fifteen semester hours, but that does not fully satisfy the twenty four semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A.

In addition to the basic requirements above:

You must possess one year of specialized experience equivalent to the GS-13 level in the federal service managing, monitoring, and solving significant problems complicated by interfaces and interrelationships between and among programs, systems, functions, policies and numerous critical issues of a mission-oriented, Federal bureau-level accounting program and fiscal services operation; and providing leadership and supervision to accountants and accounting technicians.

Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-13 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
