Qualifications
Interested candidates should be passionate about the ideals of our American republic, committed to upholding the rule of law and the U.S. Constitution, and committed to improving the efficiency of the Federal government. Candidates must meet the requirements in PART A AND PART B in order to be deemed as qualified.
PART A - Education
Basic Education Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to receive credit towards qualifications. GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-12 grade level in the federal service. For this position, specialized experience is defined as follows:
1.Experience interpreting and applying accounting policies and procedures;
2.Experience monitoring and analyzing key funds and key financial balances;
3.Experience serving as a liaison with government or private sector companies to resolve differences;
4.Experience resolving abnormal balances and discrepancies;
5.Experience serving as a subject matter expert on financial accounting systems and financial reporting guidelines;
6.Experience accessing and updating existing financial reporting procedures to reflect the most recent changes; and
7.Experience responding to internal and external inquiries orally and in writing and providing detail and concise responses in a timely manner.
GS-14
GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-13 grade level in the federal service. For this position, specialized experience is defined as follows:
1. Experience interpreting, developing, implementing and applying accounting policies and procedures;
2. Experience working with a multitude of individuals to communicate and relay changes in policies;
3. Experience providing subject expertise to record complex accounting transactions;
4. Experience overseeing key funds and key financial balances;
5. Experience serving as an expert in the interpretation of financial accounting reporting requirements and working with external contacts to resolve differences;
6. Experience serving as a subject matter expert on financial accounting systems and financial reporting guidelines;
7. Experience evaluating compliance with applicable laws and regulations, and the operational efficiency and effectiveness of financial reporting; and
8. Experience editing and modernizing financial reporting.
OR
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge as shown in paragraph A above, plus additional education or appropriate experience.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
- Knowledge of the principles, concepts, and practices of accounting and financial management in order to apply to accounting tasks and activities.
- Knowledge of financial systems and skill in analyzing financial systems to design and/or modify accounting systems and reports.
- Ability to effectively communicate in writing to generate and prepare quarterly and annual financial statements, notes and supporting schedules.
- Ability to effectively communicate orally on issues related to new or proposed legislation and/or regulations impacting accounting procedures and operations.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

What is the Rule of Many
If you ask to be considered under DEU, the FCC adheres to the Rule of Many. The Rule of Many means that more than one applicant can be referred to the hiring manager, not just the top few, nor will candidates be placed into scored qualification categories (i.e. Best Qualified, Fully Qualified, Minimally Qualified). Everyone who meets minimum qualifications and scores 70 or higher may be referred, even if many applicants qualify. There is no fixed limit on how many people can be referred.
What This Means for Applicants
- You do not need to be the highest scorer
- You must meet the qualification criteria and receive a score of 70 or above
- Multiple applicants can be considered fairly
- Selection is based on overall qualifications, not just test scores
Merit Promotion
If you ask to be considered under Merit Promotion, you will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply. Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 70 or above in order to be deemed as Best Qualified. Candidates who ask to be considered non-competitively also only have to receive a score of 70.
