Summary

This is a Pathways Recent Graduate position. The Recent Graduate (RG) will receive on-the-job training as required to support the assignment area. The incumbent will serve as an entry-level Accountant, providing support and assistance on a diverse array of Accounting, and Financial Reporting related issues and operations.

Duties

Duties include, but are not limited to performing tasks and assignments related to the following areas: 

  • General Ledger-Develops and prepares journal entries to reflect recurring transactions for Federal Grants, fixed assets, budget and proprietary, and debt/Maintains assigned ledger and accounts through reconciliations, review, and analysis procedures to ensure accuracy of financial reporting. General ledger account reconciliations include cash, inventory, accounts receivables, fixed assets, prepaid and deferred expenses, deferred revenue, and accrued liabilities, etc. 
  • Financial Reporting-Prepares, validates, and/or generates general financial reports as assigned. Reports may include, but are not limited to, net asset reports, various US Federal reports, contributions, inter-unit transactions, and general ledger detail reports/Reviews and validates Program prepared financial reports against general ledger information
  • Accounting Operations-Analyzes financial transactions for proprietary and potential impact on funding sources or the financial position of a specific Wilson Center unit/Advises Wilson Center personnel on specific accounting transactions, regulatory requirements, financial policies, and the interpretation of data in the following areas: purchases, receivables, returns

Position serves as a trainee on a formal training plan that leads to increasing responsibility and independence. Works under the guidance of a senior accountant.

To be eligible for the Recent Graduate program you must be either a:

  • Recent graduate who has completed, within the previous two years, a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

OR

  • Veteran unable to apply within two years of receiving their degree, due to military service obligation (have as much as six years after degree completion to apply).

Conversion: Pathways Recent Graduates may be converted to a term or permanent position upon program completion. This is not automatic nor guaranteed; it is at the discretion of the employing office.

To be eligible for conversion, a Recent Graduate must: (1) complete at least one year of continuous service; (2) be a U.S. citizen; (3) demonstrate successful job performance (4) meet the qualification standards for the position to which converted; (5) receive a recommendation for conversion from the first-level supervisor; and (6) meet agency-specific requirements, as specified in the Participant Agreement.

Qualifications

Basic Requirement: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.

COMBINATION OF EXPERIENCE AND EDUCATION: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

And


At least 1 full academic year of graduate education in a related field of study such as accounting finance, economics, business administration or other related fields.

Superior Academic Achievement: is defined as a Bachelor's degree in a field related to the work of the position and eligibility for superior academic achievement (S.A.A.). S.A.A. is based on: 


1.) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3.) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Agencies considering eligibility based on any society not included in the list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Additional information

The work is primarily sedentary; although, requires moving around to offices and/or to similar areas for meeting to conduct human resources business. May require standing in conjunction with travel and attendance at meetings and conferences away from the worksite.

Work is performed in a typical office setting that is adequately lighted, heated and ventilated.

This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply.

This is an excepted service, developmental experience appointment expected to last only 1 year under the Pathways Recent Graduates Program. The Wilson Center will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
