Summary

This position is at AmeriCorps, the Office of the Chief Operating Officer, the Office of the Chief Financial Officer, Reporting Compliance and Audit, Audit Oversight (AO). The AO manages the financial statement audit (FSA) activities and provides timely and accurate data and information to the independent auditor of the AmeriCorps' financial statements, Office of the Inspector General (OIG), and AmeriCorps management.

Duties

Duties
As an Accountant (Staff), NY-03, you will:

  • Ensures the timely delivery and quality assurance of audit-related deliverables such as audit report responses, provided by auditee (PBA) submissions, status reports, corrective action plans and evidence to close recommendations.
  • Reviewing, prioritizing, and addressing issues impacting planning, implementation, and evaluation of AmeriCorps wide finance and accounting management programs.
  • Providing advice and guidance to management or areas such as risk management, internal controls, corrective actions, analysis of transactions, work processes, and on the interpretation of audit and accounting standards and regulations and their application to the organization's operations or processes.
  • Responds quickly and effectively both verbally and in writing to information requests, program issues, and a wide range of questions from top management that are raised on a day-to-day basis.
  • Support AmeriCorps' workforce regarding financial improvement audit readiness (FIAR); ensuring integration of all missions and functions into the plans, priorities, and allocated resources to achieve organizational performance improvements.
  • Conducts in-depth analysis of financial data, including reporting tasks, budgets, expenditures, revenues, and forecasts and other analysis, to provide insights and recommendations to senior management for strategic decision-making.
  • Develops and performs data analyses to determine if the financial information is accurate, complete, and informative to management. Performs reconciliations to identify accounting discrepancies; works cooperatively with team members or other offices to develop proposed solutions for noted discrepancies.
  • Reviews the monthly, quarterly, and annual close activities for AmeriCorps Financial
  • Reporting for accuracy and completeness. This includes but is not limited to the evaluation of trial balances, general ledgers, journal vouchers, cash and other subledger reconciliations, Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS), and financial statement variance analysis.
  • Utilizing data analytics to compare source data from various systems to amounts in financial statements. Identify, research, and make recommendations to remediate variances.

To qualify at the lower-range of the NY-3/GS-12, level or equivalent, applicants must possess one year of specialized experience at the next to upper pay band/ grade level NY-2/GS-11 or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing at least two (2) out of three (3) of the following specialized experience:
  1. Experience reviewing, prioritizing, and addressing issues impacting planning, implementation, and evaluation of Financial Statement Audit (FSA) wide finance and accounting management programs to participate in or service as a key contributor in developing, designing and coordinating strategy, action plans, and reporting relative to the FSA; Federal Managers Financial Integrity Act (FMFIA) reporting process; and organizational audits.
  2. Experience monitoring and evaluating the completeness and accuracy of reports prepared by internal/external sources to determine any accounting discrepancies and coordinating the work of staff/program offices and external auditor requirements.
  3. Communicate in-depth analysis of financial data, including reporting tasks, budgets, expenditures, revenues, and forecasts and other analysis, to provide insights and recommendations both verbally and in writing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education

This job has an education qualification requirement.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
