Summary

This position is located in the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Financial Administration, Branch of Financial Analysis & Perf (BFAP).

This position is being filled through Direct Hire Authority and is open to all U.S. Citizens and ICTAP/CTAP eligibles in the local commuting area.

Duties

  • Serves as OWCP actuarial expert and advisor to OWCP's leadership team.
  • The employee is responsible for preparing actuarial estimates and analyses related to the agency's workers' compensation programs.
  • Analyzes unusually difficult and complex actuarial problems and issues concerning the health of OWCP's benefits funds.
  • Conducts expert research to obtain up-to-date social, economic and demographic data on the U.S. population, the federal workforce, and other covered injured or ill workers.
  • Analyzes data for anomalies and provides expert advice and recommendations regarding the data validity, analytical methodologies, and statistically significant results.
  • Participates in the development and implementation of software applications and tools to support policy working groups, produce management reports, and maintain customized reports.
  • Participates in policy working groups as an expert in actuarial models and methods.
  • Works with other OWCP technical experts who work with the models (i.e., statisticians, economists, etc.) to ensure that it is reasonable from an actuarial perspective.
  • Provides recommendations for OWCP's annual liability estimates. Working with other technical experts, he/she ensures that actuarial liability models for OWCP's compensation funds are properly developed, maintained, enhanced, and documented.
  • Works with other technical experts to ensure that actuarial liability models for OWCP's compensation funds are properly developed, maintained, enhanced, and documented.
  • Represents OWCP in discussions regarding the liability of its benefits funds with the Office of Management and Budget, the Department of the Treasury, Congress, insurance companies, and others.
  • Works closely with OWCP leadership and other senior government officials including the agency Director, the Deputy Director, Program Directors, Comptroller, DOL Office of the Chief Financial Officer, and others with regard to actuarial issues, findings and policies.

The duties performed at the GS-14 are essentially the same as the GS-15, however, they are performed under closer supervision and with more extensive review than at the full performance level.

This series covers positions that manage, supervise, lead, or perform scientific work in the field of actuarial science. Actuarial science involves professional knowledge of the disciplines of mathematics, statistics, business, finance, economics, and insurance. The work requires applying this knowledge to programs or problems related to the financial risks posed by life, health, retirement/pension, and property/casualty entities and contingencies

Applicants may qualify for the series (1510) by meeting all of the following requirements:

A.
A bachelor's or higher degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

OR

B. One year of actuarial experience equivalent to the next lower grade level; AND

Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four-year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

Applicants must also meet the Specialized Experience listed below:

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14: work applying actuarial, statistical and mathematical methodologies to provide advice/guidance to management based upon studies of fiduciary data, statistical data and study samples. Work using these methodologies to develop liability estimates for benefits programs, policy and respond to the impact of proposed regulations and/or legislation regarding the liability of benefits funds is also qualifying.

Qualifying specialized experience for GS-15: work applying actuarial, statistical and mathematical methodologies and actuarial standards to provide advice/guidance to management based upon studies of fiduciary data, statistical data and study samples. Work using these methodologies to develop liability estimates for benefits programs, policy and respond to the impact of proposed regulations and/or legislation regarding the liability of benefits funds is also qualifying.

Education

There is no education substitution at the GS-14 or GS-15 grade level.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
