This is a non-supervisory, non-bargaining unit position.

Duties
Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of programs and administrative office operations. Conducts detailed analyses to interpret office policies and procedures for the department. Reviews and interprets Library regulations. Assists in the development and coordination of policies and procedures covering internal office operations.
Assists in identifying and developing solutions to resolve problems or address issues affecting the accomplishment of administrative and programmatic goals and objectives. Provides recommendations to resolve challenges.
Conducts analyses, evaluations, or investigations in support of administrative and organizational programs, systems, and processes, especially when definitions, methods, and/or data are incomplete, controversial, or uncertain. Bring complex issues to the attention of supervisors or senior colleagues.
Manages multiple assignments simultaneously and adapts to competing demands and deadlines. Recommends methods for accommodating new or changing program requirements. Contributes to the development and implementation of short and long-term goals for the unit.
Creates and maintains databases, spreadsheets, and other automated records for documenting, tracking, presenting, and analyzing information. Prepares both recurring and ad hoc reports on a variety of topics.
Evaluates improvements to work operations that support IT acquisitions and micro-purchases requiring various approaches. Serves as a Government Commercial Purchase Cardholder, ordering supplies, training materials, IT products, office furniture, furnishings, and other essential office items using the Government Purchase Card.
Maintains knowledge of procedures for receiving and disposing of materials, including government surplus property. Acquires equipment and services through standard government procedures and ensures compliance with agency directives. Addresses discrepancies independently through research and judgment. Inputs requisitions into the Library's financial management systems (Momentum and eManagement), making amendments with justifications when necessary.
Independently serves as the LCA unit liaison for several key operational and programmatic functions, including the copier program, records management, emergency preparedness, telecommunications, property management, IT oversight, catering services, and general office operations.
Assists in performing liaison tasks to support operational activities, such as answering questions related to travel, badging, property and procurement, safety, facilities, and space management. Independently resolves specific requests from supervisors and employees, often related to immediate problems for which solutions are readily available.
Drafts, edits, and prepares a variety of written materials, including memorandums, reports, and minutes from staff and multi-department meetings. Prepares materials for dissemination to senior-level officials and staff, ensuring timely and accurate delivery.
