Duties

If you are selected for the Administrative Officer position, you may perform the following duties:

Procurement

  • Coordinates with CORs, identifying sources, evaluating costs, monitoring delivery and compliance with purchase requisitions, use of proper accounting structures, and designing and maintaining a complete system of records (requisitions, contracts and receiving reports).
  • Uses a variety of complex IT systems in the management of the Bureau's procurement, including PRISM contract management, the IPP invoicing platform, and FAITAS for management of COR training, as well as various proprietary database systems.
  • Interprets and applies contract and procurement regulations. Uses this knowledge of procurement policy to advise CORs on viability of their contracts, and to advise them on training requirements to maintain active COR certification.
  • Receives and keeps updated Level 1 Contracting Officer Representative certification (COR). Acts as COR on BC contracts, as needed.
  • Reviews purchase requests in agency acquisition system to ensure proper accounting codes are used and funds are available.
  • Assist BC's Senior Program Analyst, performing acquisitions support for BC divisions and regions, responding to acquisition questions raised by BC division and regional staff, and addressing acquisition issues as needed.
  • Advises management officials regarding the impact of changing contract regulations on the bureaus and recommends changes in organization procedures to conform to new policies.
  • Serves as a purchase card holder for the Bureau. Reviews purchase card use to ensure all applicable rules and regulations are followed. Provides procedural instructions, training, and policy guidance on proper purchase card usage to other card holders where appropriate. Works closely with Agency Organization Program Coordinator (A/OPAC) to respond to questions from auditors or other program officials. Performs monthly purchase card reallocation in the Citi Manager system.
Management Analysis
  • Coordinate with respective agency administrative management offices in the implementation of various Federal Government programs, such as the purchase card program, OIG audits, or the travel program.
  • Research and investigate administrative matters, apply analytical and evaluative techniques to identify problems of a procedural nature and propose solutions.
  • Develop instructive or informational operations guidelines, and develop databases or other tracking mechanisms to maintain relevant information.
  • Provides advice and counsel on a wide range of administrative and operational management support issues, and on the formulation and implementation of organization policies, programs, objectives, plans, and standard operating procedures.
  • Identifies problem areas, analyzes situations, recommends viable solutions and prepares reports as required. Performs special studies and independently analyzes or works in groups on administrative matters impacting the organization.
  • Performs miscellaneous program support duties and special projects, as assigned.
Travel Management
  • Serves as subject matter expert for travel within Bureau. Manages the web-based, Concur travel program for the Bureau.
  • Interprets policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area.
  • Trains other administrative support staff in their use of the travel management system.
  • Coordinates all non-federal source travel for the bureau, including soliciting all necessary documentation and securing review and approval from OGC ethics officials.
  • Manages all aspects of witness travel for investigations and litigations, including coordination with the third party witness or their legal counsel, and division attorneys and management as necessary, and the travel management office.
Financial Management
  • Assists the fund manager in budgeting and financial management activities, including collection and evaluation of data, developing operating plans, preparing program summaries and other narratives, comparing ongoing expenses with planned allocations, and other support activities, as required.
  • Provides advice regarding significant deviations from original budget plan.
  • Monitors and tracks obligations and expenditures throughout the budget execution phase.
  • Responsible for maintaining, complying and recording of purchases with government issued purchase card and convenience checks, and maintaining similar tracking mechanisms used by other administrative support personnel, and monitors their compliance

Qualifications

To qualify for a Administrative Officer Position Title) at the GS-11 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing a full range of administrative management functions and management analysis; plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration; human resources management, space and equipment utilization; travel, property and records management and related administrative support services.

OR

I qualify for this position at the GS-11 level because I have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.

Only experience and education obtained by the closing date of this announcement will be considered. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level) by the vacancy closing date.

Knowledge of FTC program objectives, policies and operations requirements sufficient to plan, schedule and conduct analyses and studies, to develop alternative approaches, and to recommend ways to improve management and program efficiency and effectiveness.

Knowledge of the range of management and administrative support functions such as Federal human resources policies and procedures, Federal acquisition regulations, Federal budgetary and fiscal management requirements, and information management systems and operations, at a level to perform such functions as reconciling purchase accounts, collecting and evaluating FTC fiscal data relative to annual plans, facilitating the assignment/reconfiguration of office space and implementation of employee health and safety measures, preparing reports and summaries of administrative program status for senior staff and management, and the like.

Skill in oral and written communications sufficient to advise and consult with management officials and a variety of customers, present findings and recommendations, discuss solutions to disputes, secure cooperation, to develop instructional guideline materials, to develop and maintain relevant databases, secure cooperation, and to advise and consult with Office and agency staff and management officials, and a variety of customers.

Knowledge of program objectives, policies and operations requirements sufficient to resolve disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches.
