Summary

The Administrative Specialist position is in the Department of Program Services, Case Management Systems Office (CSMO), Business Support Division. CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and other external stakeholders.

Duties

The Administrative Specialist provides a wide variety of administrative services in support of the Case Management Systems Office's (CMSO) daily operations. The incumbent is responsible for officewide administrative duties in a fast-paced, challenging, work environment. The work requires comprehensive knowledge of the organization or program where assigned; skill in working with issues related to administrative management, policy, and procedures; and involves intensive participation in the development and execution of business process improvements. The Administrative Specialist reports to the Chief of Business Support Division.

Duties of the position include, but are not limited to:

  1. Working on an administrative team to support assigned division(s) and providing back- up support to other divisions.
  2. Conducting administrative duties, including proofreading and editing documents
  3. Conducting receptionist duties, including receiving and screening telephone calls and greeting visitors.
  4. Serving as primary timekeeper for CMSO and conducting audits to ensure timesheets are completed and submitted within the required deadlines.
  5. Analyzing, designing, and implementing office-wide administrative procedures and policies.
  6. Serving as a purchase cardholder to support training, supplies, and software applications requests.
  7. Reviewing and maintaining purchase card documents for accuracy and ensuring all necessary information is attached and in compliance with policies and procedures.
  8. Maintaining an automated tracking system using SharePoint Online for all high-level processes or procedures.
  9. Planning and preparing for internal meetings or events and managing coordination services, including handling logistics, assisting with scheduling, arranging space accommodations, ensuring necessary equipment is on hand and in working order, printing meeting materials, procuring catering services, and ensuring purchases are in compliance with policy and within the budget.
  10. Coordinating office financial and property management operations, including working with the financial analyst to oversee office supply purchases, managing equipment inventory, and preparing travel authorizations, ensuring all relevant regulations and procedures are followed.
  11. Coordinating with the CMSO staff and contracting officer's representatives on onboarding and offboarding contractors and federal employees.
  12. Managing staff information within personnel databases.
  13. Serving as office space liaison and ensuring required on-site office space and IT equipment are available.
  14. Coordinating and executing office and furniture request moves, supporting staff with instructions and layouts, and excessing outdated or damaged furniture.
  15. Preparing and maintaining business process and standard operating procedure documentation.
  16. Handling procedural and substantive matters and inquiries and referring callers to others, as appropriate.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience managing administrative duties for an office without direct supervision, including providing customer service and critical thinking, multi-tasking, and problem solving in an office setting.
