Duties
The incumbent addresses routine day-to-day operating problems or issues within the personnel management and administration advisory functions for the Global Legal Research Directorate.
Manages the coordination and preparation of all personnel actions, tracking their status from origination to conclusion to ensure that due dates are met, employees are paid properly, employees are at the proper step and within proper leave categories, and keeps managers informed of the status of all personnel actions.
Provides guidance to managers and supervisors in personnel and administrative matters such as classi?cation, leave administration, conduct issues, adverse actions, promotions, training, and staff recognition. Serves as primary liaison for human resources services. Provides guidance to managers and supervisors in establishing positions and developing position descriptions. Is knowledgeable in creating position descriptions and vacancy announcements using the automated system. Analyzes organizational needs for future programs. Assists managers and staff in projecting staf?ng needs.
Acts as liaison to other managers and staff within the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the Director’s policies, directives, and instructions... When necessary, provides guidance to Directorate staff on matters related to correspondence, telephone procedures, publications, directives, reports and public relations responsibilities.
Assists with the strategic and directional development of the Directorate. Assist in developing and monitoring annual work plans and associated deliverables and results/outputs. Incumbent develops new, better or different ideas, methods, solutions or initiatives that result in improvement of law Library’s products and services to all categories of users. Interacts with a wide variety of internal and external stakeholders handling issues with tact and discretion.
Conducts research and provides information as needed. Plans and develops new methods for coordinating the programmatic work of a complex organization with disparate organizational segments requiring complicated administrative controls to accomplish the work of the organization. Schedules meetings and makes arrangements such as preparing agendas, notifying participants, and arranging brie?ngs and similar matters.
Coordinates and handles the organization of administrative paperwork for many Directorate functions such as research orientation, research services, and collection development. Assures that all forms, packets and catalogs are processed in a timely manner and according to Directorate policy. Is knowledgeable about of?ce software including word processing, databases, email, and tracking software. Prepares statistical reports, annual reports, and enters and updates data for research services and other Directorate functions. Prepares, reviews, and receives all correspondence for the supervisor. Screens publications, directives, and periodicals, bringing items of signi?cance to the supervisor's attention. Answers mail that can be handled personally and navigates the subordinate levels of organizational hierarchy to determine the appropriate staff members to handle technical matters to respond to inquiries from telephone callers and personal visitors, following up to ensure a timely and thorough response.
Plans and develops new methods for providing correspondence services in a complex organization with disparate segments requiring complicated administrative controls. Establishes a sophisticated correspondence tracking system to ensure that deadlines are met and follows up to ensure that actions are completed.
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Performs the following types of duties: edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Applies effective communication concepts, tools and techniques to ensure responsiveness to users’ needs and expectations. Collaborates with the GLRD Director and division chiefs to address research and service needs of LLC users and partners.
Assists with organization of sensitive resources and ensures that they are stored in appropriate locations. Facilitates the GLRD’s participation in the annual records review and cleanup (ARRC). Provides guidance to GLRD staff on records management program implementation and compliance with the Federal Records Act and applicable Library of Congress Regulations and Directives.
Performs various other duties as assigned.

Additional information
Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
