Summary

This position is an Administrative Support Assistant, GS- 0303-6/7, working in Portland, OR, for the R1-ARD-Ecological Services.

This position is also open to status candidates under announcement R1-25-12571630-CU-MP. You must apply to each announcement separately if you wish to be considered under both recruitment methods.

Duties

As a Administrative Support Assistant your duties will include, but are not limited to, the following:

  • Human Resources Support - assisting in preparation of pertinent forms and documents; monitoring appointment limitations and preparing appropriate personnel actions using approved electronic SF-52 process; forwarding necessary documentation and forms for processing; providing guidance and assistance in personnel matters such as payroll problems, job opportunities, step increases, awards, training, etc.
  • Procurement, Property, Budget - preparing or directing acquisition of supplies, equipment, services, construction; ensuring purchases are in accordance with procurement regulations and within delegated authority; ensuring expenses are obligated in prompt manner and invoices are processed in accordance with regulation and policy; purchase methods are considered to all within open market purchase orders, blanket purchase arrangements, and mandatory sources purchases.
  • General Office Assistance - coordinating and scheduling training; completing administrative reviews; providing instruction in automated systems; assisting with day-to-day questions regarding systems and computer applications; preparing or supervising preparation of reports associated with property, training, imprest, vehicle use, energy, equipment, safety, travel, and various other special reports as needed; develop, prepare, and submit all space requirement worksheets and documentation; arrange and prepare informational packets for meetings and conferences.

In order to qualify for this position you must satisfy the Minimum Qualification of the grade level(s) to which you are applying.

Minimum Qualification [GS-6]
  1. One year of specialized experience comparable in scope and responsibility to the GS-5 grade level performing work in or directly related to administrative support. Qualifying experience may include: (1) preparing and reviewing time and attendance reports using an electronic time and attendance system; (2) procuring supplies, equipment, or services in accordance with organizational policy and guidance; (3) preparing oral briefings and/or written reports for administrative matters; (4) providing support services such as preparing forms, documents, or correspondence, responding to procedural questions, answering phones, filing, etc.

Minimum Qualification [GS-7]
  1. One year of specialized experience comparable in scope and responsibility to the GS-6 grade level performing work in or directly related to administrative support. Qualifying experience may include: (1) procuring supplies, equipment, or services in accordance with organizational policy and guidance, including preparing and submitting payment packets; (2) preparing and reviewing travel vouchers; (3) preparing and reviewing time and attendance reports using an electronic time and attendance system; (4) coordinating staff training; (5) preparing and monitoring personnel actions; (6) providing guidance on administrative procedures related to budget, procurement, travel, personnel, etc.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule.
