Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
- Assess agricultural and food-related importers and exporters for compliance, verifying their ability to trace products across multi-stage, international supply chains.
- Evaluate agricultural and food operations for adherence to all applicable regulations, policies, and program requirements throughout processing and movement in the supply chain.
- Develop and execute investigative strategies; collect, organize, and analyze evidence; and determine whether the evidence supports compliance findings or enforcement actions.
- Utilize the Automated Commercial Environment (ACE) to report, extract, and analyze operational data, ensuring that organic agricultural imports meet federal regulatory requirements.
- Leverage trade and import data insights to produce briefing materials for executive leadership, stakeholders, and training programs.

The incumbent of this position must successfully complete and maintain a current, cleared full field background investigation or a U.S. Office of Personnel Management Tier 5 Top Secret background investigation, complete all required non-disclosure forms required by the Agency, and maintain such forms with the Agency.
The incumbent must also acquire and maintain a security clearance necessary for accessing systems such as ACE, TECS, ATS, ACS, AMS and new systems or databases used to collect port of entry documentation and data.
