Clarification from the agency

All U.S. Citizens - No previous federal service is required. This position is being advertised under an OPM government-wide Direct Hire authority. CTAP and ICTAP candidates in the local commuting area.

Duties

  • Provides ground support and operates a variety of powered and nonpowered aerospace ground equipment (AGE).
  • Marshals aircraft into parking position and secures aircraft.
  • Provides aircraft exterior safety walkarounds, identifying any potential hazardous flight safety issues prior to aircraft taxi and after landing.
  • Disassembles, inspects and reassembles helicopter flight helmets. Repairs and replaces parts as necessary per manufacturers operation and maintenance instruction manual.
  • Loads various aircraft within their specified weight and balance limitations and restrains cargo using various devices i.e., cargo straps and nets. Assures aircraft is loaded within sequence and drop-off destinations.
  • Regularly and recurrently operates and performs minor scheduled and unscheduled maintenance on various types of AGE and other vehicles i.e., stair trucks, belt loaders, tow tractors, AC/DC electrical power units, air start units etc.

Qualifications

OPM Job Qualifications System for Trades and Labor Occupations will be used in determining your qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through experience shown in the resume materials, that you possess the skill level that has equipped you with the particular job elements to successfully perform the duties without more than normal supervision.

Conditions of Employment:

- You must possess the Red Card qualifications under the Incident Qualifications Certification System (IQCS) or other equivalent documentation for the Fixed Wing Parking Tender (FWPT), and Ramp Manager (RAMP) or be able to obtain these qualifications within 90 days of appointment.

- To work at the NIFC Ramp's Services Aircraft Operating Area (AOA), you are required to meet Transportation Security Administration and Boise airport's security and background checks. You must be able to obtain a Boise Airport General Aviation badge to have access to the NIFC AOA.

If an employee cannot meet the requirements imposed by the agency, the employee will be removed from federal service.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands:
Aircraft attendants exert light to moderate physical effort while performing duties such as operating flightline vehicles (e.g., tugs and vans), uncoupling and making couplings between vehicles and towed equipment, and occasionally are required to lift objects in excess of 23 kilograms (50 pounds). The work requires frequent kneeling, stooping, bending, reaching, and climbing on and under aircraft.

Work Environment:
Aircraft attendants work outside and are exposed to all kinds of weather conditions. Aircraft attendants are exposed to the possibility of injury (e.g., electrical shocks, bruises, cuts, and burns) from auxiliary electrical equipment, falls from aircraft, hot brakes, moveable surface controls (e.g., speed brakes), pressurized liquids and gases, high levels of noise, rotating rotor blades, and jet engine intakes and exhausts. They follow safety regulations and use safety equipment to avoid possible hazards in the work area. The work of the position requires activities to be performed in an airport environment and the possibility of injury does exist.

This is a career seasonal position. You will be in pay status for at least 6 months, but less than 12 months per calendar year. When work and/or funds are unavailable, you will be placed into non-pay status. Pay status may be less than 6 months during initial appointment.

Pre-Employment Physical is required for this position. This position also requires regular and recurring overtime and shift work.

THIS IS A DRUG TESTING DESIGNATED POSITION in accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
