Job Description (Please follow all instructions carefully)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce.

This position is for the St Paul District.

Duties

  • As a senior archeological specialist, the incumbent is responsible for planning, programming, conducting investigations, and preparing reports.
  • These investigations and reports are related to identification, protection, and preservation of cultural resources at Corps projects and/or as part of other related activities such as the 404 Permits Program.
  • As professional archeologist, provides technical guidance, and facilitates coordination of cultural resource oriented work output, as required, for other Army installations including those with jurisdiction outside the District geographic boundaries.
  • Participates in Branch management through development of work schedules and budget processing for cultural resource activities.
  • Manages and reviews work activities of lower-graded personnel, serves as team member or team leader, and serves as pro tem in absence of Section Chief or other team leader(s).
  • When assigned, serves as team leader responsible for leading the efforts of a team of technical specialists assigned to accomplish a project study or report within the Branch/Planning Division.
  • As assigned, assists or advises persons involved in similar cultural resource activities in all MVD Districts and outside the Division as well.
  • As a senior District Archeologist/Principle Investigator, performs and/or leads others involved in accomplishment of a variety of field survey, testing, assessment, research, report preparation, analysis and monitoring of site resources.
  • Works independently to assure full coordination is accomplished with SHPO, National Park Service, and the Advisory Council on Historic Preservation in matters pertaining to cultural resources and District activities.
  • Provides all historical and archeological evaluation and input required in the preparation of Environmental Impact Statements and Environmental assessments as required by PL91-190 (NEPA).
  • Prepares Scopes of Work (SOW) for cultural resource work being accomplished by professional service contracts or purchase orders. Reviews proposals and serves on selection team. Participates in negotiations and final contract selection.
  • Is responsible for developing and carrying out the District's Cultural Resources Management Program which identifies and publicizes cultural assets within the District.
  • Reviews policies and directives from higher authority which provide guidelines and controls for the protection and preservation of cultural resources.
  • Serves as the District Tribal Facilitator and Commander's representative with tribes in meetings and over the phone.

Basic Requirement for Archeologist 0193 Series:

A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school.

B.
Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school).

Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

D
. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Requirements:

GS-09
Specialized Experience: One year of specialized experience which Includes meeting TWO OF THE FOLLOWING: 1) Demonstrate regional experience within the upper Midwest in sampling design, data analyses and/or interpretation of results on cultural resources investigations; 2) Experience writing scientifically technical documents on cultural resource/historic property issues; and 3) Familiarity with compliance under the National Historic Preservation Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Archeology
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting at least THREE OF THE FOUR FOLLOWING: 1) Demonstrate regional experience within the upper Midwest in sampling design, data analyses and/or interpretation of results on cultural resources investigations; 2) Experience writing scientifically technical documents on cultural resource/historic property issues; 3) Experience applying and implementing the National Historic Preservation Act (NHPA) to analyze potential impacts to cultural resources from project activities; and 4) Conduct consultation processes under NHPA.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Archeology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting ALL OF THE FOLLOWING: 1) Demonstrate regional experience within the upper Midwest in leading sampling design, data analyses and/or interpretation of results on cultural resources investigations; 2) Experience writing scientifically technical documents on cultural resource/historic property issues as well as writing technical analysis for compliance under the National Historic Preservation Act (NHPA) in support of the National Environmental Policy Act documents; 3) Experience applying and implementing the NHPA, to analyze potential impacts to cultural resources from project activities; 4) Conduct consultation processes under NHPA; and 5) Effectively collect, interpret and/or exchange technical cultural/historic property information via letters, reports, and meetings within and outside of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
