Summary

The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

The Chief, Architecture Development Division (ADD) proactively and holistically leads development of the Intelligence Community's (IC) information technology (IT) architecture and management of its technical and infrastructure solutions in support of the IC's information environment (IE).

These solutions will enable the IC's future-state mission capabilities, and drive integrated, secure, resilient, and reliable IT across the IC's IE. Areas of focus will include IT architecture to enable an integrated multiple cloud environment, mutually supportive cybersecurity solutions, including the adoption of zero trust principles, and cutting-edge technologies such as artificial intelligence.

The Chief, ADD will provide the leadership, facilitation, analysis, and design tasks required for evolving and maintaining the IC's IT architecture. The Chief, ADD will lead the development of guidance for the IC, such as standards, guidelines, and configurations to evolve the IC's technical infrastructure and enable mission success.

The Architecture and Integration Group (AIG) plans, organizes, coordinates, directs, and implements EA, systems engineering, and compliance and integration practices to foster a secure, interoperable, accessible, and effective IC IE.

Through understanding and interpretation of complex IT investments, AIG helps stakeholders identify current and future enterprise IT needs, detect critical gaps to inform future planning, and ensure IC IT architecture compliance.

In addition, AIG helps drive information sharing with international partners. Major Duties and Responsibilities:

Lead IC analysis of mission needs to derive the future-state IT architecture. This includes defining the requirements, principles and models that guide technology decisions for the IC.

Lead the analysis of the IC's current technology environment to detect critical deficiencies, legacy and technical debt, and recommend solutions for improvement. In addition, lead the analysis of technology industry and market trends to determine their potential impact on the IC's IT architecture.

Collaborate with technical subject matter experts and IC peers to evolve the IT architecture to enable and drive new mission capabilities and operating models.

Drive digital innovation by leveraging innovative technologies and approaches to renovate, extend and transform the existing core technology base and IT estate.

Define high-level migration plans to address the gaps between the future and current state of the IT architecture as part of the IC's budget planning and execution processes.

Lead technology change to deliver mission outcomes, leveraging subject matter experts from across the IC.

Oversee and consult on technology implementation and modification activities (e.g., projects and products), particularly for new or shared infrastructure solutions.

Consult on infrastructure development projects to harmonize systems or infrastructure with the IC's IT architecture and identify when it is necessary to modify the architecture to accommodate immediate or future mission needs.

Lead the development of IC IT architecture design and analysis documents.

Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)

  • A two-year trial period is required for all new permanent appointments to the ODNI.

Superior facilitation and negotiation skills, including the ability to prepare unbiased system assessments, recommendations, and plans when analytic views differ among organizations.

Superior oral and written communication skills, including an expert ability to lead, plan, and direct major acquisition programs and communicate effectively with people at all levels and from different organization cultures.

Expert organizational and interpersonal skills and a superior ability to plan and lead negotiations, consensus building, and effective teams/collaborative environments.

Superior ability to lead the development of consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements.

Experience: One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Customer Service, Oral Communication, and Problem Solving). Four years of program or project management experience shall include one year of experience in federal programs and project, within the last ten years. The one year on Federal programs can either be as Federal civilian or member of industry.

Bachelor's degree.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
